4-25-1968REGULAR MEETING OF THE GOLDEN VALLEY PARK & RECREATION COMMISSION April 25, 1968 A regular meeting of the Golden Valley Park and Recreation Commission was held Thursday, April 25,,1968 at 7:00 p.m. at the Golden Valley Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota. Chairman Anderson presided, and the following members were present: Sullivan, Oukrop, Tart, Hammer, Kahn, Brown, Byrnes, Fischer, Forster, and Herje. Members absent: Roelke, Petersen, Reed. Also present: Director John Brenna, Park Foreman Lloyd Roepke, Secretary Lois Schaaf. APPROVAL OF MINUTES MOVED by Kahn, seconded by Brown, unanimously carried to approve the minutes of March 28, 1968 with one correction noted. BROOKVIEW SUB -COMMITTEE REPORT Bill Forster reported on the meeting at which Mr. Bucky Johnson from the Minneapolis Park Board talked about golf in the Minneapolis Park system. It was suggested that all members study the minutes of that meeting caref...11y to determine whether or not any of their policies would be feasible when making plans for Brookview. PARK & RECREATION SUB -COMMITTEE REPORT (Combined Meeting) Mr. Sullivan showed the two proposed plans for Brookview Park, and explained them in detail including road changes on Plan B as sketched in pencil. Mr. Brenna read a letter from the Village Engineer and Village Planner stating that Western Avenue should be left open and the new road put in as per Plan (B). After much discussion a -notion was made by Sullivan, seconded by Kahn, unanimously carried to call a public meeting with the people in that area, the Village Engineer and Planner to solve the traffic problem. MOVED by Kahn, seconded by Byrnes, unanimously carried to accept Plan B with changes to (Park) road as designated in pencil, excluding any plans for Western Avenue. PROGRAM SUPERVISOR Mr. Brenna distributed copies of a survey showing typical salaries in various municipalities and explained the duties of a Program Super- visor. MOVED by Hammer, seconded by Brown, unanimously.carried for Mr. Brenna to allow for a Program Supervisor in next year's budget. BROOKVIEW POOL AGREEMENT Mr. Brenna stated that he had contacted the Brookview people regard- ing additional pool use, (as per our agreement now stands we have three weekday mornings from 8:00 a.m, to 11:00 mornings. Mr. Brenna related that Brookview wants, a.m.). We need five in return, every Wednesday and Saturday from November 1st until January 1st plus New Year's Eve. In light of our request of 48 hours of time, the above mentioned days seemed a bit out of line. Therefore, the Swimming Program for summer 1968 will go back to the beach. Mr. Brenna stated that the three days set forth in the agreement will be used in some facet of our summer program. April 25, 1968 FRED SEED PROPERTY Page 2 Mr. Sullivan reported that he had met with Mr. Seed regarding his property. At this time he (Mr. Seed) is unable to quate a price on this land, as he has a commitment with a developer. It may be a year before any decision can be made, but he will keep us informed as to the situation. Mr. Sullivan stated that he would keep in touch with Mr. Seed and keep the Commission advised. STATE PARK AND RECREATION ASSOCIATION SPRING CONFERENCE C Mr. Brenna explained the program for the two day conference in Owatonna on May 2nd and 3rd and asked for two members of the Commis- sion to volunteer to attend as lay -representatives. Fischer, Kahn, Tart and Hammer expressed interest and would check to see if they were free to go. SCHEID PARK BRIDGE Mr. Brenna stated that Mr. Art Lee, the County Highway Administrator, informed him that our additions to the Bridge Agreement which we sent last month seemed acceptable, and that a final letter of transmittal would be forth coming. Mr. Brenna suggested that when the Bridge Agreement does arrive, we should hold a meeting with the residents of the area in regard to , the design of the bridge. SOUTH TYROL ASSOCIATION Mr. Brenna informed the Commission that he had attended a meeting at the home of Mr. Robert Provost, 1429 South Tyrol Trail on Sunday evening, April 21, 1968. The Association was very pleased with the plans for a backstop and hard -surfaced area. They have some money available and would like to put it towards some equipment for the park - such as benches. PLANNING COMMISSION MEETING Mr. Brenna mentioned that he had met with the Golden Valley Planning Commission and explained the planning, acquisition, development and future needs of our park system. Also, a comprehensive picture of our recreation program was brought forth. SUMMER PROGRAM Mr. Brenna reported that plans for the summer program had been started, and that all personnel would be hired during the next week. The program is to be much like last year's with the exception of Knothole Baseball. This will be restricted to T -Ball only, becuase of the expansion of the Little League Program. Plans are in the making for more teen-age activities - excursions, etc. April 25, 1968 Page 3 Mr. Anderson reminded the Commission that evening golf instruction was discussed at the end of last summer's program. Mr. Brenna stated that plans were in the making. PARK DEVELOPMENT The following plans are to be carried out as soon as extra help comes in. North end of LIONS PARK - final grading, water system and seeded. Hampshire Park - black ac—fit is there - to be graded, water system to e put in and seeded. NORTH TYROL - backstop. LAKEVIEW HEIGHTS - fill. MEDLEY HILLS - rouges gr ng. Mr. Brenna stated that we have money in the bu�Jcget for one more full-time man, and that he is look- ing for one at the present time. CORRESPONDENCE Mrs. Jordahl, the Commission Secretary for the past three years, sent a letter thanking all members for her lovely gift and expressed the pleasantness the Commission showed over the years.
