4-24-1969REGULAR MEETING OF THE GOLDEN VALLEY PARK AND RECREATION COMMISSION April 24, 1969 A regular meeting of the Park and Recreation Commission was held at 7:30 p.m. on Thursday, April 24, 1969 at Brookview Municiap Community Center, 8200 Wayzata Boulevard, Golden Valley, Minnesota. Chairman Kahn presided, and the following members were present: Brand, Brown, Fischer, Forster, Hammer, Herje, Jodan, Kelby, Oukrop, Petersen, Reed, Sullivan, Tart, Weisenburger. Members absent; none. Also present: Mrs. Beverly May, Business Manager; Falconer Thomas; Richard Rosland, Assistant Recreation Director; John Brenna, Park and Recreation Director; Lois Schaaf,, Secretary. APPROVAL OF MINUTES MOVED by Sullivan, seconded by Hammer to approve the minutes of the Regular meeting of March 27, 1969 with the following correction: Director's Report (Village Employees) to read "Mr. Brenna stated that the Village Council had authorized those Village Employees living out of the Village limits to purchase Golf Patron Cards,". Carried. INTRODUCTION Chairman Kahn introduced Mrs. Beverly May, Business Manager. OPEN HOUSE COMMITTEE REPORT Kathy Herje, Chairman, reported that Larry Fischer will be the Master of Ceremonies at the Dedication Ceremony at 3:30 p.m. on Sunday, May 25, 1969. The Golden Valley Women's Club will make signs, posters for publicity, furnish coffee, cookies and flowers. CITIZENS REQUEST 1 Mr. Falconer Thomas appeared before the Commission to request that the property along Glenwood Avenue and the M & St. L RR tracks be preserved in its natural state. MOVED by Herje, seconded by Sullivan that John Brenna take pictures of the area and check with Engineering and staff regarding costs, etc. for preserving the area, provideing parking space, etc. Park Sub -Committee will report their findings at the next Commission meeting. Mr. Thomas suggested that "No Dumping" signs be posted temporarily. GOLDEN VALLEY WOMEN'S CLUB John Brenna reported that the Golden Valley Women's Club had pre- sented the Teen Center with a check for $2,400.00, the proceeds from the Golden Valley night at the Old Log Theatre. It was MOVED by Reed, seconded by Tart to send a letter to the Golden Valley Women's Club thanking them. Carried unanimously. 1 April 24, 1969 TEEN CAR WASH Richard Rosland reported that the Teen Center had made $57.25 on their car wash. They felt they had learned the first one and had plans in the making for more in PARK SUB -COMMITTEE REPORT Page -2- a profit of a lot from the future. Chairman Glen Reed explained the plan (from Brauer & Associates) for the Brookview Recreation Area. RECREATION SUB -COMMITTEE REPORT Chairman Burt Brown read his report of April 21, 1969. MOVED by Brown, seconded by Her a to accept the following resolution - - The objective of the team sport recreational programs for youngsters should be to maximize participation and enjoy- ment by the children. To accomplish this, a balance is needed between instruction and recreation. This balance must be achieved in practice by the staff, rather than prescribed in theory by the Commission. The Commiision requests the Staff to examine all its programs during the coming year, and offers its support in bringing about changes the Staff feels will help to increase participa- tion and enjoyment. Carried unanimously. MOVED by Brown seconded by Tart, carried, that adults in street clothes accompanying children using the wading pool only, shall not be charged admission to the pool area. BROOKVIEW SUB -COMMITTEE REPORT MOVED by Tart, seconded by Reed that Mr. Stevens, the Golf Professional have the pull cart concession for the 1969 golf season, and that the above concession be negotiated yearly. Carried unanimously. MOVED by Tart, seconded by Weisenburger, that a rate of 150 per towel be charged for golf patron use. Carried unanimously° Chairman Tart related that the Village Council met with the Brookview Sub -Committee at Brookview on Saturday, April 19th. He related the Council's desire to have the Community Center and bath house painted; and the east side of the Community Center re -sided. The Council also mentioned that they would like to see some community involvement brought to bear, when painting the Community Center and bath house. April 24, 1969 Page -3- After some discussion the consensus of members present was that to involve the community in a painting project of this magnitude where scaffolding, scraping, priming, and two coats of paint are needed, a contract should be let at this time, and that community involve- ment be utilized in a project that could be accomplished in a shorter time and of less complexity. It was MOVED by Herje and seconded by Sullivan to recommend to the Village Council that the east side of the Brookview Community Center be redone, and the entire Brookview Community Center and bath house be painted by contract. Carried unanimously. MEMO FROM VILLAGE MANAGER Chairman Kahn reported on the Village Managers suggestion that minutes be kept to a minimum. GOLDEN VALLEY WOMEN'S CLUB - FLEA MARKET Mr. Brenna reported that the Golden Valley Women's Club will hold a Flea Market at Brookview on Mpy 9th and 10th. Proceeds will go to the Teen Center. STATE AND FEDERAL AID Mr. Brenna briefed the Commission relative to National Resource funds and LAWCON funds. SUMMER STAFF Mr. Brenna reported that all the summer staff positions have been filled, and that the supervisors are completing their planned pro- grams. All Summer Supervisors will attend the June Commission meeting.
