5-22-1969REGULAR MEETING OF THE GOLDEN VALLEY PARK & RECREATION COMMISSION May 22, 1969 A regular meeting of the Park and Recreation Commission was held at 8:00 p.m. on Thursday, May 22, 1969 at the Brookview Municipal Community Center, 8200 Wayzata Boulevard, Golden Valley, Minnesota. Chairman Kahn presided, and the following members were present: Brand, Brown, Fischer, Forster, Hammer, Herje, Jodan, Kelby, Oukrop, Petersen Reed, Sullivan, Tart, Weisenburger. Members absent: none. Also present: Charles Hefty, Landscape Architect, Brauer and Associates, and John Brenna, Park and Recreation Director. APPROVAL OF MINUTES It was moved and seconded to approve the minutes of April 24, 1969, with the following amendment, Ladies Day shall be established on Thursdays from 7:00 a.m. to 12:00 noon and Mens Day from 12:00 noon to 4:45 p.m, on Wednesdays. To the above it was moved by Herje, and seconded by Brand, and carried unanimously. BRAUER AND ASSOCIATES (CHARLES HEFTY L.A. At this time Mr. Hefty apprised all Commission members present of the phase development on the Brookview Golf Course and Community Park. The presentation was brought forth to better inform the Commission, as to continuing progress. DEDICATION AND OPEN HOUSE COMMITTEE REPORT Mr. Tart reported, that the Sub -Committee was ready for Sunday. Mr. Reed had contacted all news media and Mrs. Herje had set up all detail plans with the Golden Valley Womens Club. The dedication will be held on the 10th. tee at 3:30 p.m. GOLDEN VALLEY WOMENS CLUB (FLEA MARKET) At this time Mr. Brenna apprised board members present that the Golden Valley Womens Club brought forth 5275.00, from their Flea Market. The proceeds will go to the Teen Club. PARK SUB -COMMITTEE REPORT At this time kr. Reed apprised the Park and Recreation Commission of a number of projects such as, the construction of 23rd. Street extension which runs next to Medley Hills Park, playground equipment for South Tyrol and Golden Oaks Parks, of which monies were expended in late fall of 1968, and the Shied Park allotment for 1969. The Park and Recreation Commission recieved one Mill for Park Construction this year or about $28,000, with the above expenditures a balance of $9,400 is left for construction season 1969. Mr. Reed stated that projects under consideration for this year include, a tennis court, a hard surface area, a baseball diamond, two park plans, grading, and some playground equipment. May 22, 1969 Page -2- At this point Mr. Brenna mentioned that one mill does not begin to meet the needs of our park system construction. Mr. Brenna stated that over the years much of the park work was done by day labor, such work as filling, underground water systems, seeding, water and sewer connections, manholes, trees and shrubs, backstops, playground equipment, hockey boards, temporary shelters, and drinking fountains. But from here on out, more contract work will be needed, such as hard surface areas, tennis courts, lighting and permanent shelters, to the above more money is needed each year. At this point it was suggested by members present that the Park Sub - Committee look at the possibility of a two mill levy for park con- struction in 1970. RECREATION SUB -COMMITTEE REPORT Chairman Brown brought forth a suggested proposal whereby the pool closing time be shifted from 4:45 p.m, - 6:00 p.m. to 4:30 p.m. - 5:00 p.m., the time change it was felt would give the after work swimmers a chance for a dip. To the above it was moved by Herje, and seconded by Sullivan and carried. BROOKVIEW SUB -COMMITTEE REPORT 9 Hole Weekend Green -Fees After much discussion it was moved by Tart and seconded by Reed, to sell a 9 hole weekend green fee ticket starting at 4:00 p.m. pro- vided play is slow and the tee is open. Carried unanimously. LADIES GUEST DAY Mr. Tart brought forth a request from the B.W.G.A, to grant them guest privileges on occasions during the summer. After some discussion, it was moved by Tart and seconded by Fischer, to disapprove the above request. Carried. RESERVATIONS After much discussion concerning Reservations, it was moved by Tart and seconded by Forster, that it shall be illegal for one person to make more than one Reserved tee time in a 24 hour period. Carried unanimously. MENS DAY LEAGUE After much discussion concerning the giving of a block of time to the Brookview Mens Golf Association League, it was the consensus of members present that a mailer should go out to all male patron card holders, so that all men were apprised of the availability of such a league. At such time when the mailer is recieved back, a block of time could then be better determined. May 22, 1969 Page -3- NON RESIDENT ( 24 Hour Reservation Privilege ) At this time Chairman Kahn brought forth a request to grant a 24 hour reservation privilege to non-residents. After considerable discussion the above matter was tabled until the next regular meeting. aL� After much discussion concerning Rain Tart and seconded by Fischer, that no a 9 hole green fee ticket, and a rain 18 hole green fee ticket if the player play. Mr. Tart has set up a three man Communications Committee for that purpose, the members are, Reed, Brown and Fischer. DIRECTOR's REPORT At this time Mr. Brenna reported that Possis Machine, a corporate resident of the Village, has a small parcel of land located at Radisson Road and Turnpike Road, and that they would like to make some arrange- ment with us on this parcel. Mr. Brenna stated that the parcel is located in an area where no play facility is presently located. Members present stated that they would like to see the parcel in question before making a decision. NATURAL PARK AREA ( Glenwood & M & St. Louis R.R. ) At this time Mr. Brenna stated that he had talked with our Village Engineer Mr. Odland, regarding the possibility of establishing a parking lot off of Glenwood Ave. next to the parcel in question. Mr. Odland stated that a 35 foot set back is required, and that ingress and egress to the area could create a traffic problem. At this point Mr. Brenna mentioned that the natural area in question extends to the north and access to this portion of the area could be handled much easier, after some discussion on the above matter the item was sent back to the Park Sub -Commitee for further study.
