VALLEY PARK & RECREATION COMMISSION
June 26, 1969
A regular meeting of the Park and Recreation Commission was held
at 7:30 p.m. on Thursday, June 26, 1969 at the Brookview Municipal
Community Center, 8200 Wayzata Boulevard, Golden Valley, Minnesota.
Chairman Kahn presided and the following members were present: Brand,
Fischer, Herje, Oukrop, Petersen, Sullivan, Tart, Weisenburger.
Members abssnt: Brown, Forster, Hammer, Jodan Kelby. Also present:
Beverly May, Business Manager, Mabel Pearson, Playground Supervisor;
Barbara Olson, Swimming Pool Supervisor; Wendy Martin, Tennis Super-
visor; Karen McCaffrey, Day Camp Supervisor; Robert Lockwood, Knothole
Baseball Supervisor; John Brenna, Park and Recreation Director; Lois
Schaaf, Secretary.
MINUTES
MOVED by Fischer, seconded by Tart to approve the minutes of the
regular meeting of May 22, 1969 with the following corrections:
Pagge 2, last paragraph to read - "RESIDENT NON -PATRON CARD HOLDER
(24 hour reservation privilege) At this time Chairman Kahn brought
forth a request to grant a 24 hour reservation privilege to Non -
Patron Card holders (residents of Golden Valley)". Page 3 - RAIN
CHECKS - line 3 to read "and a rain check would be granted on a 9
hole green fee ticket if a player had not gone beyond 9 holes of
play." Carried unanimously.
INTRODUCTION OF SUMMER STAFF
Mr. Brenna introduced members of the Summer Playground, Day Camp,
Tennis, Knothole Baseball and Swimming Staff. Each gave a brief
resume of their activities.
COMMUNITY INVOLVEMENT
Mr. Brenna stated that Mrs. Pearson, the Summer Playground Super-
visor had set up tennis matches and softball games with Harrison
Park in Minneapolis, The activities will move between the two
commurri ties.
GOLF POLICY REVIEW
(Non -Patron Card Holders - Residents of Golden Valley) The matter
tebled at the may 22nd, meeting was discussed by-M—ecommission.
MOVED by Petersen, seconded by Sullivan, to call the question. A
vote was taken, and the motion was lost, 3 ayes, 5 nays.
Junior Golfers MOVED by Tart, seconded by Herje to allow Juniors
15 and over to play golf on Saturday, Sunday and Holiday afternoons
without being accompanied by an adult. Carried unanimously.

RANGERS - MOVED by Weisenburger, seconded by Fisher, that Rangers
e given the authority to ask for names and patron card numbers of
players who refuse to show tickets stubs and/or those not adhering
to the rules pf the course.
CORRESPONDENCE
Chairm an Kahn read Glen Reed's letter of resignation. MOVED by Tart,
seconded by Fisher, carried unanimously to accept Mr. Reed's re-
signation, and that a letter be sent to him thanking him for his
years of service.
SUB -COMMITTEE REPORTS
PARK SUB -COMMITTEE
No Report.
Chairman Kahn appointed Dr. Petersen Chairman of the Park Sub -Committee
for the remainder of the year (replacing Glen Reed).
RECREATION SUB -COMMITTEE
No report.
BROOKVIEW SUB -COMMITTEE
Golf Course Plans - MOVED by Tart, seconded by Fisher to adopt the
preliminary p ans for Brookview Municipal Golf Course as presented
at the May 22nd meeting. Carried unanimously.
Golf Privileges - MOVED by Tart, seconded by Fischer, that the
Village reserve the right to revoke the patron card of anyone abusing
the privileges. Carried unanimously.
Caddie Day - MOVED by Tart, seconded by Oukrop, carried unanimously
that Mon�cay be designated as Caddie Day.
DIRECTOR"S REPORT
Teen Center - At this time Mr. Brenna apprised the Commission
members present that the Teen Drop -In Center was now operational.
The teens have established a news letter and monthly calendar. He
also stated that the newsletter will be sent to each Commission member.
SUMMER PROGRAM - Mr. Brenna brought forth the summer program brochure
and p aygroun manual for the commission's inspection and inclusion
in their commission manual.
SECURITY ALARM SYSTEM - At this time Mr. Brenna brought forth two
proposals tor a security system for the Pro Shop, Snack Bar and
office areas. Discussion insued relative to the merits of the above.
It was the consensus of members present that Mr. Brenna check with
other public golf operations to see how they provide security.

TRAILWAY(Bassetts Creek) - At this time Mr. Brenna brought forth
a proposal rom Mr. Ott3 Schmidt, the Village Planner,depicting
a trailway extending from Winnetka Avenue west, following the creek
to Highway 55, then south to the Golf Course property, then east to
the Brookview Community Park. After some discussion, this was sent
to the Park -Sub Committee for their study and recommendation.
Possis Machine (Pro osed Park Area) - At this time Mr. Brenna
expalined tna t Fossis machinef a corporate resident of Golden Valley,
has approached us regarding a parcel of land located at Radisson Road
and Turnpike Road. The area in question is about 2 acres in size.
The Park and Recreation Commission after little discussion, sent the
above to the Park Sub -Committee for their study and recommendation.
Ensign Park - MOVED by Weisenburger seconded by Petersen to accept
the preliminary plans for Lakeview Heights Park. Carried.
COMMISSION - STAFF RELATIONSHIP
MOVED by Brand, seconded by Tart, carried unanimously that the follow-
ing statement by Director John Brenna be made a matter of record.
"At this time Mr. Brenna stated that at the orientation meeting which
was held for the Park and Recreation Commission members last winter,
The Commission - Staff relationship was, he felt, outlined quite well;
Mr. Brenna reiterated that in order to maintain continuity among
the staff members, Commission members must direct criticism and
direction to the Park and Recreation Director."
There being no further business, it was MOVRD by Sullivan, seconded
by Herje to adjourn the meeting at 11:30 p.m.
