REGULAR MEETING
OLDEN VALLEY PARK AND RECREATION BOARD
December 3, 1970
A regular meeting of the Golden Valley Park and Recreation Board
was held on Thursday, December 3, 1970 at 7:30 p.m. at the Brookview
Municipal Community Center, 8200 Wayzata Boulevard, Golden Valley,
Minnesota. Chairman Fischer presided, and the following members were
present: Brand, Brown, Herje, Kelby, Petersen, Tart. Absent: Hammer,
Kahn. Also present: James Dodson, William Hills and Larry Horsch from
the Golden Valley Hockey Boosters Association; Corey Bakken, Brook -
view Golf Operations Manager; John Brenna, Park and Recreation Director;
Lois Schaaf, Secretary.
MINUTES
MOVED by Petersen, seconded by Kelby to approve the minutes of the
Tcto6er 29, 1970 regular meeting as mailed. Carried.
GOLDEN VALLEY HOCKEY BOOSTERS ASSOCIATION
At this time Mr. James Dodson of the Golden Valley Hockey Boosters
Association asked the Park and Recreation Board for additional light-
ing at Hampshire, Scheid, Lions and Wesley hockey rinks. The request
was prompted by the increase in youngsters in this year's hockey pro-
gram, and the need for additional night games. At this time, Mr.
Brenna stated that additional hockey lighting is provided in the
1971 Park Construction Fund, and that as soon as it is approved, the
needed lighting will be provided.
COMMUNICIATION (Mr. L. T. Pattock)
At this time, Chairman Fischer read letters from Mr. L. T. Pattock and
Councilman Stockman regarding recreational use of Sweeney Lake.
After much discussion, it was MOVED by Kelby, seconded by Petersen,
that we send a letter to Mr. Sto man stating that based on the pre-
sent availability of land access and funds, the Park and Recreation
Board has no plans for any recreational use of Sweeney Lake at this
time. Carried unanimously.
BROOKVIEW GOLF COURSE - YEAR END PROFIT AND LOSS REPORT
At this time, Mr. Bakken brought forth his report. After little
discussion, members present thanked Mr. Bakken for a job well done.
It was noted that the 1970 golf rounds were down from that of 1969.
Mr. Brown asked Mr. Bakken to check on other golf courses in the
area as to their experiences o\,er the past two years.

SNOWMOBILE ORDINANCE - (Hennepin County Uniform Ordinance)
After little discussion, it was MOVED by Kelby that we recommend tc
the Village Council that we modi y our present snowmobile ordinance
to comply with the suggested Hennepin County Uniform Ordinance,
with the exception of Option B, which prohibits snowmobiles on our
village streets, and that we continue our 9:00 p.m, curfue hour.
Seconded by Herje, carried,
SNOWMOBILE - RULES AND REGULATIONS - BROOKVIEW GOLF COURSE
At this time, Mr. Brenna stated that he would recommend the same
policies relative to snowmobiling at Brookview as last year. After
little discussion it was MOVED by Tart, seconded by Kelby, that the
1970 - 1971 Brookview snowmo ling rules and regulations be the
same as last year, Carried.
COMMUNITY WIDE WINTER CELEBRATION
At this time, Mr. Brenna apprised the board of a joint effort between
the Lions, Optimists, JayCee's, Chamber of Commerce, Women's Club and
the Park and Recreation Department of a forthcoming winter celebration.
Mr. Brenna stated that all groups will be working together on a two
or three day celebration with activities for all age groups. More
information will be forthcoming as plans progress.
PARK CONSTRUCTION FUND
At this time, Mr. Brenna brought forth a break -down of the Park
Construction Fund showing two methods of expending said Fund, Break-
down A showed the fund with a shelter for Brookview Park; break-
down B showed expenditures without a shelter for Brookview Park.
After much discussion, it was MOVED by Herje, seconded by Kelby that
a decision be postponed to a Special Meeting to be announced. Carried.
GOLF TOURNAMENT REQUEST - T. C. 0, I, C.
At this time, Mr. Brenna approached the Board with a request from
T,C,O,I,C, regarding an open golf tournament on June 19th and 20th.
At this time, members present asked about tournament policies, Mr.
Brenna stated that we do not have a definite policy regarding golf
tournaments. It was the concensus of all members present, that a
Special Meeting be held on December 14th, at which time a definite
policy would be brought forth, and an answer be given to the T,C,O,I,C,
There being no further business, it was MOVED by Brand, seconded by
