4-29-1971GOLDEN VALLEY PARK AND RECREATION BOARD REGULAR MEETING April 29, 1971 A regular meeting of the Golden Valley Park and Recreation Board was held on Thrusday, April 29, 1971 at 7:30 p.m. at the Brookview Municipal Community'Center, 8200 Wayzata Boulevard, Golden Valley, Minnesota. Chairman Fischer presided, and the following members were present: Brand, Brown, Hammer, Herje, Petersen. Absent: Gergen, Shinder, Tart. Also present: Barkley Omans, Village Manager; Councilman Dr. Robert Hoover; John Brenna, Park and Recrea- tion Director; Richard Rosland, Assistant Director; Lois Schaaf, Secretary. MINUTES MOVED by Herje, seconded by Brand, carried to approve the minutes of the February 25, 1971 Regular meeting and the March 11, 1971 Special meeting. SUMMER PROGRAM Richard Rosland, the Assistant Park and Recreation Director briefed the Park and Recreation Board on various programs planned for this coming summer season. New programs on the agenda for this summer are fencing and riding lessons and a new puppet and craft trailer. Mr. Rosland also informed the Board that the swimming pool will open no later than June 10th, and that diving lessons and swimming instructions for adults will be offered this year. BUS PROPOSAL (Mr. Omans) At this time Mr. Omans briefed the Park and Recreation Board re- lative to various points as depicted in his April 1, 1971 memo to the Village Council reagrding the acquisition of a bus. After some discussion, it was the concensus of all members present that a detailed breakdown of costs to operate said bus be brought forth at the May meeting for a final recommendation. ST. LOUIS PARK - ENVIRONMENTAL INTERPRETIVE CENTER (Mr. Omans) At this time, Mr. Omans brought forth two schematic drawings; one depicting the proposed additional land acquisition needs of the Environmental Interpretive Center, and the other showed the pre- liminary concept of the entire environmental center area. Mr. Omans stated that 22 acres of Golden Valley land lies within the proposed environmental center, and that 3.3 acres of the 22 acres has been dedicated to the Village of Golden Valley for public At this time, Mr. Omans stated that the City of St. Louis Park needs the entire 22 acres for the environmental center. Mr. Omans stated that Mr. Chris Cherches, the City Manager for St. Louis Park, had sent a letter asking for cooperation in helping develop the area in question - and in particular - the 3.3 acres. Mr. Omans, stated that the Golden Valley Village Council has asked the Park and Recreation Board to bring forth a recommendation re- lative to the extent of cooperation and/or help that we deem necessary. After little discussion, Chairman Fischer stated that he would contact the City of St. Louis Park and set up a meeting to discuss the above. LONG-RANGE PHILOSOPHY - GOLF PATRON CARD SYSTEM (Mr. Omans) At this time, Mr. Omans asked the Park and Recreation Board their philosophy relative to golf patron cards. Chairman Fischer stat- ed that the Park and Recreation Board's concern is that of maximum participation by all Village residents. Mr. Fischer stated that the Park and Recreation Board is keeping an eye on the number of Patron Cards sold, and if there is a great difference in the number sold between the 1970 and the 1971 season, a recommendation will be brought forth at the end of this season. Mr. Fischer stated that at present a tabulation of all golfers is being taken i~n order to see just how many Golden Valley residents are playing the course, and of this number, just how many do or do not have Patron Cards. From this tabulation we hope to establish a bases for our recommendation. BROOKVIEW PICNIC SHELTER At this time, Mr. Brenna stated that construction on the picnic shelter will be completed by June 1st. Mr. Brenna also stated that the Golden Valley J. C.'s will kick-off the opening of the picnic shelter during the first week of June by hosting a hamburger fry for our Senior Citizens. DRIVING RANGE Mr. Brenna stated that the driving range is scheduled to open on June 15th, but much depends on the condition of the new No. one green. Mr. Brenna stated that a last date would be July 1st. PARK CONSTRUCTION FUND At this time Mr. Brenna briefed the Park and Recreation Board relative to a time schedule and expenditure of our Park Construc- tion Fund. Golden Valley Park and Recreation Board Page -3- Regular Meeting April 29, 1971 HAMPSHIRE PARK ACCESS At this time Mr. Brenna briefed the Park and Recreation Board rela- tive to an informal request for a street vacation from Mr. Robert E. Olson who resides at 1605 Hampshire Lane. Mr. Brenna stated that the street in question is Green Valley Road Extention, which is a paper street located on the east side of Hampshire Park, and is the only access point to the park on the east side. Mr. Brenna stated that Mr. Olson is concerned with teen-agers not using the present paper street for an entrance to the park, but instead are using his vacant lot which is located next to Green Valley Road extention. Mr. Brenna also stated that Mr. Olson was also concerned with the teen-age antics in the park during the evening hours. Mr. Brenna pointed out that he told Mr. Olson that the paper street is designated as an entrance point, but at this period in the park's development, there has been little development depicting the area as an entrance except for some tree plantings. Mr. Brenna stated that future plans call for a walk -way through'the entrance area. Mr. Brenna stated that he has notified the police department to make periodic checks in and around the park during the evening hours. After much discussion relative to the park entrance and to Mr. Olson's justifiable concerns, Mr. Herje asked Mr. Brenna to again check with the police department and have them include Hamp- shire Park on their rounds. It was then MOVED by Herje and seconded by Hammer that we reatin the Green Valley Road Extention access which is located on the east side of Hampshire Park for all residents who live east of the park area, and when monies are available, the area will receive the needed walk -way. Carried unanimously. NON -PATRON HANDICAP SERVICE At this time Mr. Brenna stated that a number of non -patron card holders have asked for our handicap service. Mr. Brenna explained that at present we restrict this service to patron card holders only at a charge of $2.00. After little discussion, it was MOVED that we offer a handicap service for $2.00 for residents of Golden Valley Carried. ELECTION OF OFFICERS by Herje, seconded by Hammer non -patrons with fees to be and $5.00 for non-resident$. Chairman Fischer called for nominations for position of chairman and vice-chairman for the Golden Valley Park and Recreation Board for 1971. 1 1 1 1 1 Golden Valley Park and Recreation Board Regular Meeting April 29, 1971 Page -4- Ronald Hammer nominated Kathy Herje for the position of Chairman. No other nominations were brought forth for the position of Chair- man. Raymond Brand nominated Burton Brown for the position of Vice - Chairman. No other nominations were brought forth for the position of Vice -Chairman. There being no other nominations, the above named nominees were voted in unanimously.
