REGULAR MEETING
May 27, 1971
A regular meeting of the Golden Valley Park and REcreation Board
was held on Thursday, May 27 1971 at 7:30 p.m. at the Brookview
Municipal Community Center, 6200 Wayzata Boulevard, Golden Valley,
Minnesota. Chairman Herje presided, and the following members
were present: Brown, Fischer, Gergen, Petersen, Tart. Absent:
Brand, Hammer, Shinder. Also present: Mrs. Janet Duebner, Medley
Hills Citizens; Richard Goldstein; North Tyrol Citizens; Donald
Wiese, Golden Valley School Board Chairman; Richar Rosland,
Assistant Park and Recreation Director; Corey Bakken, Golf Opera-
tions Manager.; John Brenna, Park and Recreation Director; George
Kelby, Environmental Commission Chairman; Lois Schaaf, Secretary.
MINUTES
MOVED by Tart, seconded by Fischer, carried to approve the minutes
of the April 29, 1971 regular meeting as mailed.
WELCOME NEW MEMBER
At this time Chairman Herje welcomed Mr. Robert W. Gergen who re-
places George Kelby who is now chairman of the newly formed En-
vironmental Commission.
BUS RECOMMENDATION
Mr. Brenna explained to the Board the break -down of costs of us
owning a bus, leasing a bus with our own driver and leasing a bus
with a company driver. After considerable discussion, it was
MOVED by Brown and seconded by Petersen that we recommend to the
Village Council that we not accept the Lions Club offer of a bus
this year. Fischer and Tart voted "No". Herje and Gergen ab-
stained from voting. The motion was tabled until the June meeting.
BROOKVIEW PICNIC SHELTER
At this time Mr. Brenna stated that the Brookview Picnic Shelter
will be completed on June 1st. Mr. Brenna also stated that the
Golden Valley Jaycees will officially open the picnic shelter by
hosting a hamburger fry for our Senior Citizens on June 14th.
BROOKVIEW DRIVING RANGE
Mr. Brenna stated that the driving range will open on June 14th,
weather permitting. He explained that there was some doubt earlier
as to the opening date because of the condition of our new No. 1
green, but that is now ready, thanks to our Green Superintendent,
Mr. Ulrick.

SUMMER PROGRAM
At this time Mr. Rosland, the Assistant Park and
briefed the Board on the various programs being
season, All Board members present complimented
summer program content and the very informative

brochure.
Mr. Bakken, Golf Operations Manager, handed out copies of his golf
report to date. Figures showed that Patron play is up, and that
more total rounds of golf have been played to date than at this
time last year. (For a more detailed review, see attached Golf
Report.)
ENVIRONMENTAL COMMISSION (George Kelby)
At this time, Mr. George Kelby, Chairman of the newly formed Environ-
mental Commission briefed the Park and REcreation Board as to aims
and objectives of the Environmental Commission. After much discussion,
Chairman Herje appointed Dr. Petersen and Mr. Brown to act as a sub-
committee to work in laison with and help the Environmental Commis-
sion on projects that concerns open space within Golden Valley. Mr.
Kelby invitied the sub -committee to attend the next meeting of the
Environmental Commission on June 3rd at the.Public Safety Building.
MEDLEY HILLS CITIZENS (Mrs. Dennis Duebner)
At this time Mrs. Dennis Duebner, who resides at 2420 Cavell Avenue
North, Golden Valley, spoke in behalf of citizens from the Medley
Hills neighborhood regarding Medley Hills Park/
Mrs. Duebner stated that the Medley Hills Citizens were very inter-
ested in seeing Medley Hills Park completed. Mrs. Duebner stated
that she realized park construction monies were limited, but asked
if the Park and Recreation Board would consider a larger appropriation
for Medley Hills Park at budget time. Mrs. Duebner then gave Mrs.
Herje a petition signed by 166 families who live around the park area,
and who are also very interested in seeing the park completed.
Mrs. Duebner stated that the Medley Hills Citizens plan on attending
a June Village Council meeting, and propose that a larger mill levy
be set aside for park construction.
Mrs. Herje thanked Mrs. Duebner for her fine presentation, and stated
that the Park and Recreation Board would work in every way to provide
additional monies next year from the Park Construction Fund, but that
sixteen other parks must be considered as well.

NORTH TYROL CITIZENS (Mr. Richard Goldstein)
At this time Mr. Richard Goldstein who resides at 520 Janalyn Circle
Golden Valley explained that many of his neighbors, who live around
North Tyrol Park would like the east portion of the park developed.
Mr. Goldstein cited school population figures for the North Tyrol
area in support of his quest for a developed park.
At this time some fifty residents from the North Tyrol area, who
were in attendance, voiced opinions pro and con. After considerable
discussion, a compromise was reached where that portion of North
Tyrol Park which lies to the extreme east will be re -graded and
seeded only at this time.
It was also decided that the area will be brought in on some of the
Park and Rercreation Department's programming, using the park as a
focal point, where possible this summer.
GOLDEN VALLEY SCHOOL DISTRICT #275 (Tennis Courts)
At this time Mr. Donald Wiese, Chairman of the Golden Valley School
District #275, stated that the school district plans on building two
tennis courts this summer on school property.
Mr. Wiese asked if the Park and Recreation Board would participate in
the financing
of the two courts as was done in the past. Mr. Wiese
also stated that any amount would be acceptable, and that said amount
could be paid over a period of years.
At this time, much discussion took place. It was then MOVED by Dr.
Petersen, and seconded by Fischer, that the Park and Recreation Board
recommend to the Village Council that we commit $6,000.00 over a six
year period as our portion of the cost of construction of two tennis
courts that would be located at Golden Valley High School, and that
said courts would be used by the general public, as are the courts
that are presently there; and that a maintenance agreement be set
forth in writing that meets approval of both parties. Carried
unanimously.
ESTABLISH GAGGLE (Flock) OF GEESE
At this time Mr. Brenna explained that Mr. Wayne Hokmeir, a local
conservationist, asked the department if it would be interested in
establishing a gaggle (flock) of Canadian Honkers.
Mr. Brenna stated that five to ten goslings would be needed as a
starter group at $20.00 each, plus a submersible pump to keep a portion
of the Brookview Park pond open at a cost of $100.00 plus feed at
about $50.00 per year - for a total of approximately $400.00.
Mr. Brenna explained that the geese would be an attraction at the

community park, plus the educattional and environmental benefits
derived by the community as a whole. After a great deal of dis-
cussion, it was the consensus of members present, that they would
like to see geese introduced at Brookview Park, but that they would
like some civic, conservation or service group to underwrite the project.
BROOKVIEW PARK - PLAY EQUIPMENT (Golden Valley Jaycees)
At this time Mr. Brenna explained that he had met with the Golden
Valley Jaycees' general membership and had asked for some help in
establishing some play equipment at Brookview Park as a club project.
Mr. Brenna explained that this past winter, a young sculpter had
designed some imaginative wood play forms that would fit nicely at
Brookview Park. Four designs were developed at a cost of $1,000.00
for materials plus $420.00 for the designs and specifications.
Mr. Brenna stated that he had shown the jaycees the designs and cost
of materials. Mr. Brenna stated that he told the Jaycees that the
design cost of $420.00 should be picked up by us. Mr. Omans had
been briefed on the proposed project and he asked that the Jaycees
appear before the Village Council to apprise them of the project.
At this time Mr. Fischer MOVED, and Dr. Petersen seconded that if
the Village Council approves of the project, that we take $420.00
from the Park Constrcution Budget (Brookview Storm Sewer Fund) and
pay for the plans and specifications for wooden play forms at
Brookview Park. Carried.
BARRELS - GOLDEN VALLEY PARKS (Golden Valley Jaycees)
At this time Mr. Brenna informed the Park and Recreation Board that
the Jaycees had donated 60 trash barrels for placement in our Village
Parks. It was MOVED by Dr. Petersen and seconded by Fischer that we
send a letter of appreciation and thanks to the Golden Valley Jaycees
for their fine gift. Carried.
CORRESPONDENCE (Mrs. Floyd Pearson)
At this time Chairman Herje read a letter from Mrs. Floyd Pearson,
Summer Playground Supervisor, thanking the Board for sending her to
the Northern Recreation Lab again this year.
There being no further business, it was MOVED by Fischer, seconded
by Petersen to adjourn the meeting at 11:45 p.m. Carried.
