GOLDEN VALLEY PARK AND RECREATION BOARD
August 26, 1971
A regular meeting of the Golden Valley Park and Recreation Board
was held on Thursday, August 26, 1971 at 7:00 p.m. at the Brookview
Municipal Community Center, 8200 Wayzata Boulevard, Golden Valley,
Minnesota.
Chairman Herje presided, and the following members were present:
Brown, Fischer, Gergen, Hammer, Petersen. Absent: Brand, Tart,
Also present: Lloyd Roepke, Park Superintendent; Tom Feltl, Park
Foreman; John Brenna, Park and Recreation Director; Lois Schaaf,
Secretary.
PARK TOUR
At this time all Board members present departed for a tour of the
park system with an eye toward that which a 5 mill levy for Park
Construction would do.
Upon returning to Brookview, Board members present discussed the
tour and their proposed levy. After little discussion, they again
were unanimous in their conviction of a 5 mill levy for park con-
struction.
MINUTES
MOVEu by Fischer, seconded by Petersen to approve the minutes of the
July 19, 1971 Special Meeting as mailed.
MOVED by Petersen, seconded by Fischer to approve the minutes of the
July 29, 1971 Regular Meeting as mailed.
LETTER OF RESIGNATION
Chairman Herje informed the Board that she had received a letter of
resignation from member Hyman Shinder.
VILLAGE MANAGER'S 1972 BUDGET RECOMMENDATIONS
At this time Mr. Brenna stated that his total budget request for
1972 was left in about the same state as presented. The only major
changes were in the 5 mill levy request for park construction, and
the deletion of a park maintenance man.
Mr. Brenna stated that an additional man is sorely needed in the
Park Maintenance Uivision. The last full time maintenance man was
brought aboard in April, 1971, and since that time, we have placed
the following 4 parks in turf:

Brookview Park 35 Acres
Hampshire Park 11
Medley.Hills Park 11 "
Lakeview Heights Park 5 "
Total 62 Acres
Mr. Brenna stated that his request for a new hydraulic mower was
accepted, but without a full time man to operate it, the quality
of maintenance will definitely go down.
At this time Mr. Roepke, our Park Superintendent, and Mr. Feltl
our Park Foreman, stated that without an additional full time park
maintenance man, the request for the new hydraulic mower should be
dropped, as no one will be avilable to operate it.
Mr. Roepke stated that it takes about a week and ahlf for one man
to mow our present park system, not includeing Lakeview Heights and
Medley Hills Parks which will be ready to mow by next summer.
After much discussion, the Park and Recreation Board stated they
Mould bring forth and re -introduce to the Village Council the re-
quest for a full time park maintenance man.
PARKING PROBLEMS - SCHEID PARK
Mr. Brenna informed the Board that the Police Department has had a
number of calls regarding parking at Scheid Park. Mr. Brenna stated
that Mr. Roepke will measure off and estimate the cost of a strip
parking lot along old Golden Valley Road. He also stated that we
will space and restrict certain activities that generate high auto-
mobile traffic. Mr. Brenna stated that with the above, the parking
problem should be helped immeasurably.
DOG MANURE - VILLAGE PARKS
At this time, Mr. Brenna stated that Mr. Thoma;Oas, our Village
Sanitarian, sent a memo relative to the increasing evidence of dog
manure in our Village Parks. Mr. Brenna asked Mr. Oas to send for
the New Ordinance that the Village of St. Anthony has adopted, that
deals with the above problem.
Mr. Brenna stated that he will bring forth a recommendation at the
next regular meeting.
VILLAGE BUDGET HEARINGS
At this time, Mr. Brenna stand that he would send a note to each
Board Member as soon as the Village Council establishes a hearing
date.

ADJOURNMENT
There being no further business, it was MOVED by Hammer, seconded
by Petersen to adjourn the meeting at 9:45 p.m.
