GOLDEN VALLEY PARK AND RECREATION BOARD
September 30, 1971
A regular meeting of the Golden Valley Park and Recreation Board
was held on Thursday, September 30, 1971 at 7:30 p.m, at the
Brookview Municipal Community Center, 8200 Wayzata Boulevard,
Golden Valley, Minnesota.
Vice -Chairman Brown presided, and the following members were pre-
sent: Gergen, Hammer, Petersen, Tart, Durda. Board members absent:
Herje, Brand. Also present: George Kelby, Chairman of the Envir-
onmental Committee; Gary Bickel, member of the Environmental Com-
mittee; Thomas Oas, Sanitarian; Richard Rosland, Assistant Park and
Recreation Directos; John Brenna, Park and Recreation Director.
MINUTES
MOVED by Petersen, seconded by Hammer to approve the minutes of the
August 26, 1971 regular meeting with this change - page 1, fourth
paragraph, line two - from "after little discussion, they again
were unanimous in their conviction of a 5 mill levy for Park Con-
struction - to "after discussion, it was the consensus that the
Board agree to 5 mills".
NEW BOARD MEMBER
At this time, Judge Chester Uurda was introduced to all members
present and welcomed to the Park and Recreation Board.
LETTER OF RESIGNATION
At this time, Mr. Brown stated that Mr. Fischer had handed his
resignation to the Village Council on September 21, 1971. Mr.
Fischer is moving to Augusta, Georgia.
REVIEW OF ORDINANCE - RELATING TO MARSHES, WETLANUS AND LANDS
ABUTTING LAKES ANU WATER -COURSES
Mr. Kelby, Chairman of the Environmental Committee and Mr. Bickel,
a member of the committee, discussed the above ordinance.
After a great deal of discussion, acting Chairman Brown, recognizing
that the consensus of the Board favors what it understands to be
the intent of the proposed ordinance regulating wetlands and wild-
life areas, requested that the sub -committee previously appointed
(Brown and Petersen) cooperate actively with the Environmental Com-
mittee to help define and map the areas which would be affected by
the ordinance, and to help in any other way to prepare the ordin-
ance for recommendation to the Village Council.

GEORGIA AVENUE POND
At this time, Mr. George Kelby stated that his committee is looking
at various natural areas within the community with an eye toward
preserving them.
Mr. Kelby stated that the pond located at Georgia Avenue and Glen-
wood Avenue was the type that they are interested in. At this time,
discussion took place relative to the Georgia pond and various
other areas within Golden Valley. It was the consensus of Board
members present that they would like to investigate all possible
areas within Golden Valley before bringing forth a recommendation.
WEED ORDINANCE
At this time, Mr. George Kelby stated that his committee had en-
countered a complaint relative to the wording of our weed ordinance.
He stated that the complaint pointed up the fact that there might
be certain areas, that should be left to grow to provide ground
cover for wildlife. At this time, Vice -Chairman Brown asked Mr.
Brenna to send copies of our weed ordinance to each Board member
for their study and discussion at the next regular meeting.
RECREATIONAL LAND DEDICATION OR CASH CONTRIBUTION
At this time, Mr. Brenna read the following recommendation from
the Planning Commission minutes of September 13, 1971.
Sec.15.05 STANDARDS AND CRITERIA FOR GRANTING
PLANNED UNIT DEVELOPMENT PERMITS.
(2) Residential and transitional area standards
(k) Recreation use areas, buildings, common open space
and other joint facilities.
(5) In developments of single family unattached housing,i,the
developer, in lieu of dedication of land for public park
and recreational purposes, may contribute y100.00 cash per
living unit constructed upon such land approved for plan-
ned unit developments. In making its decision, the council,
among other things, shall take into account the recreation
standards set forth in the Golden Valley Park Development
Guide. Payment of said cash dedication shall be made at the
time application is made for a building permit. Said monies
shall a placed in a special park acquisition and develop-
ment fund.
440:80 (2) PARKS AND PLAYGROUNDS.
.....1965. In lieu of land dedication, the Council may require
a cash contribution equivalent to 5100.00 per living unit
or lot, whichever is the greater. Payment of said cash
dedication shall be made at the time the final plat is ap-
proved by the platting authority. Said monies shall be

placed in a special park acquisition and development fund.
After very little discussion, members of the Park and Recreation
Board agreed wholeheartedly with the Planning Commission's ree-
commendation.
AUJOURNMENT
There being no further business, it was MOVED by Petersen,
seconded by Hammer to adjourn the meeting at 10:30 p.m.
