SPECIAL MEETING
GOLDEN VALLEY PARK AND RECREATION COMMISSION
May 15, 1972
A Special Meeting of the Golden Valley Park and Recreation Commission
was held on May 15, 1972 at 7:30 at the Brookview Municipal Community
Center, 8200 Wayzata Boulevard, Golden Valley, Minnesota.
Chairman Brown presided, and the following members were present:
Burmeister, Durda, Gergen, Hammer, Herje, Petersen, Thrall. Members
absent: Kelby. Also present, John L. Brenna, Park and Recreation
director, Lois Schaaf, Secretary.
BOND ISSUE DISCUSSION
At this time, Chairman Brown asked the interim study groups that
were formed at the regular meeting in April to bring forth their
reports.
1. Voter and Civic Groff Sentiment: Dr. Petersen stated that he
had contacted members of the Village Council, and they indicated
that they were amiable to a park development proposal.
Mr. Thrall stated that he had obtained from the State Board of Ed-
ucation a breakdown on school bond issues that were defeated last
year. Although this has no bearing on park and recreation bonds,
it may be used to give us some idea of what people are thinking.
Out of 33 school districts that felt a defeat in 1971, 10 came
back for the second time and were again defeated.
Dr. Petersen stated that he would like to make a survey or a random
telephone survey before determining a real voter sentiment.
2. Park Completion Plan, Mr. Brenna brought forth a park comple-
tion -plan that totaleT7932,910.00. The plan would affect and
complete each park in the community. The main text of the park
completion plan included park shelters, lighting, tennis courts, and
play equipment.
Discussion also ensued relative to the possible inclusion of trails,
natural areas, an indoor ice rink and a swimming pool.
3, Alternatives. At this time, alternatives to a bond issue
election this year was discussed. The present pay-as-you-go policy
was questioned as to its continuence; Federal grants and aids were
discussed with little hope for any additional monies, and dicussion
was held as to a bond issue this summer, early fall, or next spring.

4. Feasible Election Plan. Discussion ensued around such matters
as manpower, strategy, e ection costs and a feasible date.
After considerable discussion relative to the above items, it was
the consensus of members present that a number of priorities must
be considered before a decision can be made.
Mr. Brown stated that he would like each commission member to be
thinking about priorities, timeleness, etc. and be prepared to
discuss, in detail, a course of action at the next regular meeting'
on Thursday, May 25th.
There being no further business, it was MOVED by Hammer, seconded -
by Thrall to adjourn the meeting at 11:30 p.m.
