REGULAR MEETING
GOLDEN VALLEY PARK AND RECREATION COMMISSION
AUGUST 313, 1972
A regular meeting of the Golden Valley Park and Recreation Commission
was held on Thursday, August 31, 1972, at 7:30 P.M. at the Brookview
Municipal Community Center, 8200 Wayzata Boulevard, Golden Valley,
Minnesota.
Chairman Brown presided, and the following members were present:
Burmeister, Gergen, Kelby, Peterson, Thrall. Absent: Durda, Hammer,
Herje. Also attending: Thomas Tart, Chairman for the Citizens for
the Bond Issue Committee; 11 citizens representing the Rice Lake Park
area; John Brenna, Park and Recreation Director, Lois Schaaf,
Secretary.
Minutes
MOVED by Peterson, seconded by Thrall to approve the minutes of the
regular meeting of July 27, 1972, with the following corrections:
1. Page 1., "Appointment to Liason Committee') - substitute
George Kelby for Mrs.'Herje as representative from the Park and
Recreation Commission.
2. Page 1. "Western Avenue Extention`�, line 7 - substitute
the word "threatens" for "affect".
Carried.
GUIDLINES FOR CONSIDERING CHANGES IN PARK DEVELOPMENT PLANS*
Chairman Brown read and explained the proposal for "Guidlines41.
After much discussion, it was MOVED by Peterson, seconsed by
Kelby to approve the Guidelines proposal, dated August 31, 1972,
with the following amendments:
Page 4, paragraph 2 - end paragraph after "insofar as possible".
Page 4, after 3rd paragraph add the following sentence: t'People
must be advised of all changes anticipated."
Carried. "Guidelines" to read as follows:
Preamble
When park development funds are appropriated by the
Village Council, their use is subject to review and possible change
as the Park and Recreation Board determines how best to fit changing
community;needs.
However, when park development funds are appropriated
directly by the voters, thru a bond issue, there is a special
commitment to follow the plan submitted to the voters..

will be made only when necessary and desirable.
Circumstances justifying consideration of change
Changes in the planned use of bond issue funds must be considered
whenever:
(l) It becomes clear that there are not sufficient funds
to complete the proposed plans.
(This may occur because of unexpected cost increases, or because of
unforseen construction problems, or because of underestimated corf-
struction costs in spite of all precautions against such eventual-
ities)
(2) It becomes clear that there are more than sufficient funds
to complete the proposed plans.
(Though less likely than (1), this may occur when cost increases are
less than expected, or when provisions for contingencies turn out to
be more than sufficient.)
(3) There is substantial neighborhood demand for change in the
plans for a particular park.
(-This may be manifested by petitions, personal appearances at Park
and Recreation Commission meetings, etc. In general, requests for
change by at least 20 unrelated persons who would reasonably be
directly affected by the proposed construction will be considered
'substantial').
Distinction between minor and major change
Minor changes, such as changes in location of plantings or
facilities within park areas, selections of particular designs or
items of play equipment, etc., may be made at the discretion of the
Park and Recreation Commission or the Park and Recreation Department.
The addition or deletion of any item which it is reasonable to
suppose may have influenced the decision of any voter (in the light
of information available to voters at the time of the election)
will be considered a major change, and will be made only when
absolutely necessary or when clearly desired by affected residents.
Procedure for adopting major changes
(1)
When
change is considered because of insufficient
funds, the Park
and
Recreation
Commission must first satisfy itself
that there are
no
reasonable
alternative suppliers or construction
methods, by means
of
which
the plans voted for could be completed with
available funds;
and
(2)
that

park construction fund priorities and usage will apply. These
include consultation with the Park and Recreation Department staff,
and a neighborhood hearing.
(3) When change is considered because df substantial neighborhood
demand, at least two hearings with affected residents must be held
by the Park and Recreation Commission.
The first hearing, in general, will be a "listening" session
at which affected residents will have the opportunity to
present their points of view. Based on this, the Park and
Recreation Commission will either formulate a revised plan
which it believes better fits the needs of the community,
or determine that that plan should not be changed.
The second hearing will be a "proposal and review" session.
At this hearing, the Park and Recreation Commission will
present to affected residents its revised plan (or its
unrevised plan) and its reasoning.
Bases on reception of its proposal, the Park and Recreation
Commission will then determine whether another cycle of
"listening" and "proposal and review" should be undertaken.
The Parr and Recreation Commission will bear in mind that a
change may affect more than just neighboring residents. A
sun shelter may be of concern only to persons within 6
blocks, while a tennis court may be of interest to persons
in the remotest corner of Golden Valley. Invitations to
hearings will be distributed accordingly.
The Park and Recreation Commission will bear in mind that
once the voters have passed judgment, plans must be ful-
filled - insofar as possible.
Accordingly, the Park and Recreation Board's objective
under these circumstances will be to seek a revised plan
to which there is no,m ubstantial disagreement.
People must be advised of all changes anticipated.
(4) Since the Park and Recreation Commission is an advisory body,.
all recommendations for major changes will be submitted to the Village
Council for final approval.
SUMMARY
Steps in adopting major changes in park development bond issue
plans upon resident request.
1. Determine whether there is "substantial neighborhood
demand" for change;
2. Determine which residents would be affected by proposed
change.

3. Conduct "listening" hearings with affected
residents.
4. Consider resident imput and determine whether changes
should be recommended.
5. Conduct "proposal and review" session with affected
residents.
6. Recommend changes, if any, to Village Council.
CITIZENS FROM RICE LAKE AREA
At this time, Chairman Brown read a petition dated 6/8/70 from
residents who live in the Rice Lake Area asking for the Village to
investigate park acquisition in their area for both active and
passive use.
At this time, Mr. Brown stated that cards have been sent to residents
in the Rice Lake area asking them to be present this evening. Mr.
Brown stated that the reason for this meeting arose after the neighbor-
hood meeting on August 21st relative to the development of Rice Lake
Park. At this point, Mr. Brown opened the meeting for resident
discussion.
After much discussion, it was the consensus of residents present that
they wanted both and active and a passive park area. They also
realized that the park is not large enough for a full scale neighbor-
hood playground. A major concern developed relative to the inclusion
of a tot lot vs. the realignment of Bassetts Creek.
At this time, Mr. Brenna stated that the Village has made a request
to the Department of Natural Resources regarding the realignments but
have no heard of their decision at this time.
It was the consensus of Commission members pressnt, that the de-
velopment of a tot lot be held until we receive the Department of
Natural Resources' decision.
VILLAGE COUNCIL LETTER RE: NATURAL AREAS
At this time, Chairman Brown read a letter from the Village Manager
and a recommendation from the Mayor relative to identifying open
space for natural purposes. The Planning Commission has been given
the leadership role with the Park and Recreation Commission and
Environmental Commission available for any help that we can give.
We will be hearing more on this at a later date.
REPORT ON BOND ISSUE PROGRESS
At this time, Mr.' Thomas Tart, Chairman of the Golden Valley
Citizens Committee for the Parks and Trails Bond Issue apprised

members present of progress to date and future happenings.
Mr: Tart stated that the brochures explaining the total issue would be
mailed to each resident on August 29th, and the Golden Valley Bulletin
would be delivered to each home on September 8th. He also stated that
the League of Women Voters will phone each resident on the 11th of Sept.
the night before the election, urging residents to get out and vote.
Mr. Tart added that a rally will be held on September 10th at the
Brookview Park with flyers going to all elementary schools and to all
major super markets in Golden Valley. He also added that Mr. Brenna
will be speaking in behalf of the issue at the Golden Valley Men''s
Gold Bancuet and the annual Little League banquet on September 9th and
11th.
Adjournment
There being no further business, it was MOVED by Peterson, seconded by
Thrall that the meeting be adjourned at 10:15 P.M. Carried.
