5-31-1973REGULAR MEETING GOLDEN VALLEY PARK AND RECREATION COMMISSION May 31, 1973 A regular meeting of the Golden Valley Park and Recreation Commission was held at 7:30 p.m. on Thursday, May 31, 1973, at the Brookview Municipal Community Center, 8200 Wayzata Boulevard, Golden Valley, Minnesota. Chairman Brom presided, and the following members were present: Burmeister, Duebner, Gergen, Kelby, Petersen, and Hammer. Absent: Jackson and Thrall. Also present, Rosemary Thorson, Chairman of the Trails Committee, David Senstad, Golden Valley citizen, Corey Bakken, Golf Operation Manager, David Latvaaho, Assistant Park and Recreation Director, John L. Brenna, Director of Parks and Recreation, and Gertrude Peterson, secretary. MINUi'ES It was moved by Petersen, and seconded by Gergen, to approve the minutes of the regular meeting of April 26, 1973. Carried. TRAILS COP,IMITTEE PROPOSAL At this time, Rosemary Thorson, Chairman of the Trails Committee, brought forth her Committee's up dated trails plan for review by the Park and Recreation Commission. The trail map was split into four sections, each representing a quadrant of the Village. Each quadrant has a chairman with a committee that layed out a trails system for that area. Each quadrant chairman explained his or her reasons for their quadrant trails. After discussion, it was moved by Kelby, and seconded by Burmeister, that the Park and Recreation Commission accept the plan as submitted. Carried. Chairman Brown thanked the Trails Committee for their fine work to date. SOUTH TYROL PARK - Sun Shelter Pursuant to the public meeting held at the Jewish Community Center on May 24th, discussion was brought forth relative to the proposed sun shelter at South Tyrol Park. After discussion, it was moved by Burmeister and seconded by Kelby, that this being the first year that a full day summer program will be 1 86 Golden Valley Park and Recreation Commission Regular P>Ieeting - May 31, 1973 Page 2 offered at South Tyrol Park, that final action on the sun shelter be deferred until after the summer program, and pending an evaluation of the program without a sun shelter. Carried. MEDLEY PARK ACQUISITION At this time, a letter was read from Mr. Elmo Ginko, wherein he stated that he would not sell his property for less than $10,000 plus taxes. After discussion, it was moved by Gergen and seconded by Duebner, that the plan for Medley Hills Park be reviewed with regard to another location for the tennis courts that were proposed on the Ginko property. Carried. RICE LAKE PARK At this time, Chairman Brown read a letter from the Department of Natural Resources stating that our request to re-route Bassetts Creek through Rice Lake Park was denied. The letter also suggested that the entire park area be left in its natural state. After much discussion, it was the consensus of the members present to look over the property before our next meeting, at which time further discussion will take place. DAVID SE14STAD - Mini Dike Track 11r. David Senstad presented a proposal for the construction of a mini bike track for bikes up to 100 cc's. The project has the backing of the Valley of Peace Church. The track would be located in an area near Bassetts Creek between Noble and Regent Avenues. After much discussion, it was suggested that Mr. Senstad circulate a petition for signatures by neighbors in the irunediate area apprising them of the proposal. Commission members stated that they would visit the area, and would like Mr. Senstad to appear again at our June meeting. SUMMER PROGRAI-i - David Latvaaho At this time, Mr. David Latvaaho, the Assistant Park and Recreation Director, briefed the Park and Recreation Commission on the summer program. Pair. Latvaaho pointed out the many new activities that have been added with no additional cost to the department's budget. Commission members commended Mr. Latvaaho for the fine summer program. The Park and Recreation Commission asked Mr. Latvaaho about the hiring complaint by Ms. Marjorie Hogan and Mr. Latvaaho explained the complaint in detail. GOLF OPERATIONS - Corey Bakken Mr. Corey Bakken, our golf operations manager, reported on the Golden Valley Park and Recreation Commission Regular Meeting - May 31, 1973 Page 3 reservation system and patron -resident card holders to date. Mr. Bakken stated that reservations are working out well, and presenting no problems. Mr. Bakken also stated that 238 patron cards, 82 resident cards, and 52 junior cards have been sold to date for a total of 372 cards, compared to 417 total last year. Mr. Bakken stated that we are down 136 patron cards, but 82 of that number are resident cards. Most of the resident cards are from the Brookview Women's Golf Association. Mr. Bakken stated that there has been a decided increase in interest and participation in the Brookview men's and women's leagues - people are becoming more involved. Mr. Bakken stated that many of our greens were damaged by cross country skiers and snowmobiles even though the greens were staked with lath and flagged. Ile stated that when we close the course due to low snow levels, we can not prevent the skier or snowmobiler from coming on the course because of the lack of fencing around the entire course. Mr. Bakken stated that he would suggest erecting snow fences around each green - the fence would cost approximately $4,000.00. After much discussion, it was moved by Petersen and seconded by Burmeister that Mr. Brenna at the budgetary period look at the possibility of fencing all greerrs on the gold course for next winter. Carried. PARK CONSTRUCTION REPORT At this time, Mr. Brenna showed pictures of all construction sites. IIe stated that construction work on our recreational buildings is progressing on schedule. Mr. Brenna also showed pictures of vandalism around Medley Hills Park and Scheid Park. Ile stated that a meeting is set between the contractor, architect, and our department to discuss safety measures at all construction sites, and general clean up procedures.
