GOLDEN VALLEY PARK AND RECREATION COMMISSION
August 30, 1973
A regular meeting of the Golden Valley Park and Recreation Commission
was held at 7:30 p.m. on Thursday August 30th, 1973, at the Brook -
view Municipal Community Center, 6200 Wayzata Boulevard, Golden
Valley, Minnesota.
Chairman Brown presided and the following members were present:
Burmeister, Duebner, Gergen, Petersen, and Thrall; absent, Jackson
and Kelby.
MINUTES
It was moved by Petersen that the minutes of the regular meeting
Of June 18, 1973, be approved with the following addition to the
matter relating to Rice Lake Park: "That the four foot fence to
be erected on both sides of the creek be suitably screened by
landscaping on both sides''. The motion was seconded by Duebner
and the minutes were approved as amended. Motion carried.
It was moved by Petersen and seconded by Gergen, that the minutes
of the Special Meeting of July 16, 1973, be approved. Carried.
TRAILS SYSTEM
The public hearings held on August 1st, 6th, and 15th relative
to the proposed trails system were discussed, and the Commission
members listened to portions of the tape recordings that were
made on the hearings. After long and lengthy discussion, it was
moved by Gergen, seconded by Duebner, that we request the Village
Council to give final approval of the trails system as proposed,
with the exception that they would like to recondiser the trail
crossing at Winnetka between theCivic Center and the Village
boundary on the north; the Pennsylvania -Golden Valley Road -to
Plymouth Avenue; and the stretch through Glenwood Hills Courage
Center property. Carried.
The Commission requested that Mr.- Brenna check with the Village
Engineer and the Golden Valley Golf Course officials relative to
that..portion of the trail, - as to whether an existing fence could
be moved to widen a narrow area, and to the feasibility of building
a bridge.
It was moved by Petersen, and seconded by Hammer, that we recommend
to the Safety Council that they look into the possibility of enact-
ing an ordinance requiring warning devices (bell) on bicycles
in Golden Valley. Motion carried.
BASSETTS CREEK PLAZA - PUU
Mr. Ken Benson (Bassetts Creek Plaza) discusse d a trail proposed
through his PUD. Mr. Benson's trail—layout showed the trail
running on the east side of Bassetts Creek to a point midway
between Duluth Street and St. Croix Avenue, at which point he

shows the trail crossing the creek and running south on the
west side of the creek to St. Croix Avenue.
The Park and Recreation Commission stated that they would
rather see the trail stay completely on the east side of
the creek because of the cost of a bridge, and the closeness
to residences that would prevail by running the trail on the
west side of the creek.
Mr. Benson agreed to the wishes of the Park and Recreation
Commission.
OUTLOT #1
Mr. Brown outlined the action taken by the Village Council in
designating Outlot #1 as a natural area. Mr. Brown suggested
that we do nothing further on this matter. Chairman Brown
asked the Trails Committee for guidance on suitable materials
for path ways in natural areas. Rosemary Thorson stated that
the Trails Committee would take up the matter at its next
meeting.
Mr. Kent who lives at 2258 Noble Avenue told of his efforts
insofar as cleaning up creek debrie that collects at the
bridge on Noble Avenue.
GLENWOOD HOSPITAL
At this time, Mr. Brenna brought forth a letter from Mr. Van
Hauer relative to our trail proposed through the hospital
property. Mr. Van Hauer stated his concern for mini bikes
and the closeness of the proposed trail to their chemical
dependency unit.
At this time, members present asked Mr. Brenna to check with
the Minneapolis Park and Recreation Commission as to the
possibility of moving the trail on to Park property as it
passes the chemical dependency unit. At this time, Mr.
Brenna stated that the matter of mini bikes and their control
is under discussion with the Public Safety Department.
OPEN SPACE COMMITTEE
Dr. Petersen brought forth a brief report updating the Park
and Recreation Commission on the, progress of the Open
Space Committee.
PUBLIC LAND DEDICATION
Mr. Brenna discussed an outline of a recent bill that
allows the dedication of land or cash equivalent for use in
pc�ertain public purposes. Mr. Brenna asked each Commission

Mr. Gerguln requested that a financial report on the status
of the bond issue be discussed next month.
PARK CONSTRUCTION:
At this time, Mr. Brenna briefed the Commission on
construction to date in the park system.
ADJOURNMENT:
There being no further business, it was moved by Gergen,
and seconded by Hammer, that the meeting be adjourned at
11:30 p.m.
