GOLDEN VALLEY PARK AND RECREATION COMMISSION
September 20, 1973
A regular meeting of the Golden Valley Park and Recreation
Commission was held at 7:30 p.m. on Thursday, September 20th,
1973, at the Brookview Community Center, 8200 Wayzata Boulevard,
Golden Valley, Mn.
Chairman Brown presided, and the following members were present:
Burmeister, Duebner, Gergen, Jackson, and Kelby; absent, Hammer,
Thrall and Petersen. Also present were John Brenna, Director of
Parks and Recreation, David Latvaaho, Assistant Director, Corey
Bakken, Golf Operations Manager, and Gertrude Peterseon,
secretary.
MINUTES
It was moved by Duebner, seconded by Burmeister, that the minutes
of the regular meeting of August 30, 1973, be approved. Carried.
AWARD
The Golden Valley Park and Recreation Department was awarded a
placque by the National Sports Foundation, Inc., for excellence
in the field of Park and Recreation management for cities with
a population from 20,000 to 50,000. Mr. Brenna stated that Mr.
Latvaaho, some three months ago, had entered our department into
national competition for the National Sports Foundation awards
program. Mr. Brenna stated that such areas as budget management,
balanced programming, and facilities were some of the main
criteria used.
SUMMER AND FALL OND WINTER PROGRAMS
Mr. David Latvaaho, Assistant Parks and Recreation Director,
briefed the Park and Recreation Commission on this past summer's
programs. Commission members present thanks Mr. Latvaaho for a
job well done this past summer and stated that the fall and
winter programs were well balanced in that more programs are
being offered to women and girls in the community.
BASSETT CREEK PARK PUD
Kathy Herje of the Golden Valley Planning Commission briefed
the Park and Recreation Commission of Phage II of the Bassett
Breek Plaza PUU. Ms. Herje asked the Park and Recreation
if any additional land was needed in the PUD area for park and
recreational purppses other than the trail easement that is
already provided.
After much discussion, it was moved by Kelby and seconded by
Jackson, that there is a need for a neighborhood park in the
PUD area, and that the Park and Recreation Commission requests
the Planning Commission to ask for a minimum of one acre of
contiguous land east of the creek for park purposes. Carried.

. GOLF COURSE REPORT
Mr. Correy Bakken, Golf operations manager, gave a report on
golf course finances to date:

Mr. Bakken stated that he will make his budget this year, and
considered the season a successful one.
RICE :LAKE PARK
At this time, discussion ensued relative to the construction of a
fence along Bessetts Creek where the creek runs through Rice Lake
Park. It was the consensus of members present that a public meeting
should be held in order to determine whether a fence should be
constructed or not. It was also the consensus of members present
to held the public meetings at Brookview during our regular
October meeting. Mr. Brenna stated that he will notify the neigh-
borhood.
TRAILS
Mr. Brenna stated that he is in the process of obtaining trail
easements along Bassetts Creek in the Beason Addition. Mrs. Duebner
discussed her recent meeting with the Trails Committee, and stated
that the Trails Committee is looking for some direction insofer as
what they can be doing this coming winter. After discussion,
the Park and Recreation Commission decided to invite the Trails
Committee to their next meeting to discuss the above matter.
At this time, the subject of a trail surfacing material, namely
woodchips, was discussed as an appropriate media for a natural
area. Ms. Duebner stated that the subject was also brought
forth at the last Trails Committee meeting, and that those members
present voted in fabor of utilizing goodchips where appropriate
in natural areas. After much discussion, it was the consensus of
the Commission members present to invite a naturalist from the
Hennepin County Park Reserve Uistrict to speak to us on his views
on the trail surfacing in natural areas.
PARK CONSTRUCTION
At this time, Mr. Brenna e(p"n-rued bond construction to date,
comparing that which was scheduled for 1973, to that which will
be accomplished. Mr. Brenna noted that most high expense items

were constructed this year in order to conserve monies
because of yearly cost increases.
ADJOURNMENT
There being no further business, it was moved by Duebner,
seconded by Kelby, to adjourn the meeting. Carried.
Meeting was adjourned at 11:30 p.m.
