REGULAR MEETING
GOLDEN VALLEY PARK AND RECREATION COMMISSION
October 25, 1973
A regular meeting of the Golden Valley Park and Recreation
Commission was held at 7:30 P.m. on Thursday, October 2.5,
1973, at the Brookview Community Center, 8200 Wayzata Blvd.,
Golden Valley, Minnesota.
The followigg members were present: Brown, uuebner, Gergen,
Jackson, Petersen; absent, Burmeister, Hammer, Thrall, and
Kelby.

At this time, Mr.Otto Schmidt, a member of the Open Space
Committee, discussed the Open Space Committee's work to
date. Mr. St. Harie, also a member of the Open Space
Committee, showed a preliminary map and explained priorities

Committee and the Open Space Committee has been excellent.
RICE LAKE PARK
Neighborhood Meeting
Mr. Brown explained the reason for calling a neighboqhood
meeting relative to the safe development of Rice Lake Park,
After a great deal of discussion from the standpoint of
not developing the south end of Rice Lake Park inot an
active neighborhood part, as per the past bond issue, but
rather leaving the area in its natural state. Commission
members present stated that if a great majority of the
neighborhood was against the park development, we have a
procedure that the neighborhood could follow. After
listening to additional discussion from neighbors present,
it was moved by Gergen that this public meeting be con-
sidered as Phase I of "Guidlines for considering changes
in park development plans under hearing #3 when there is
a substantial neighborhood demand for change in the plans

for a particular park", and that we proceed with
additional steps. The motion was seconded by Duebner
and carried. Mr. Brown stated that the neighborhood
will be notified of our next meeting.

Mr. Otto Christensen, Maintenance Supervisor for the
Hennepin County Park Reserve District, explained the use
of various trail surfacing materials. He showed the use
of surfacing materials via a slide presentantion.
GOLDEN VALLEY HOCKEY ASSOCIATION
At this time, Mr. Sherman Goldberg, Mr. Richard Rudin, and
Mr. James Dodson, of the Golden Valley Hockey ASsociation
explained the hockey association's program in full. Mr.
Dodson talked of their philosony ofevery boy participating
who signs up for the program, and this philosohy was
the strength of the association. After discussion, both
the Golden Valley Hockey Association and the Park and
Recreation Commision agreed to be more aware of each other
in the future.
TRAILS COMMITTEE
Mr. Brenna explained the trail construction priorities
for spring of 1974. Mr. Brenna stated that our Engineering
Department will work on working drawings and when completed
they will be brought back for our reeommendations to the
Village Council. Further discussion took place relative
to safe highway crossings in regard to the trails system.
After lengthy discussion, it was moved by Petersen, and
seconded by Duebher, that we request the Village Council
to appoint a council member, and that we request the
Planning Commission and the Safety Council to appoint a
member to a joint committee to approach the state and
county highway departments with recommendations relative
to various crossing areas. Carried. Further, Mr. Brenna
stated that he is in the process of making application
for a state grant in aid for trails throggh the Department
of Natural Resources.
DETACHED WORKE R
Mr. David Latvaaho, Assistant Director of Parks and
Recreation, discussed the detached worker program, and
the need for one in the Golden Valley Area. After
discussion, it was moved by Duebner, seconded by Jackson,
that the Park and REcreation Commission go on record as

as favoring a detached worker program for Golden Valley.
Motion carried.
ADJOURNEMENT
Mr. Petersen moved for adjournment, seconded by Duebner
and the motion carried. Meeting adjourned at 12:00
