SPECIAL MEETING
GOLDEN VALLEY PARK AND RECREATION COMMISSION
February 11, 1974
A special meeting of the Golden Valley Park and Recreation Commission was held
at 7:30 p.m. on Monday, February 11, 1974, at the Brookview Community Center,
8200 Wayzata Blvd., Golden Valley, Minnesota.
Chairman Brown presided, and the following members were present: Burmeister,
Duebner, Hammer, Jackson, and Petersen; members absent, Kelby and Gergen.
Also present were John L. Brenna Director of Parks and Recreation, and David
Latvaaho, Assistant Director of Parks and Recreation.
OPEN SPACE COMMITTEE REPORT
After reviewing the entire Open Space Report, the Park and Recreation
Commission commended the Open Space Committee for their extensive and time
consuming effort in compiling their report.
The Park and Recreation Commission made a number of observations relative to
the report as follows:
1. The text of the report in some instances does not correspond
with the accompanying map ''Existing Land Use 1974" and vice
versa.
2. The Park and Recreation Commission agrees that it is important
that priorities be established, however, the report failed to
list criteria for City wide priorities.
3. The Park and Recreation Commission agrees with the concept of

a continuing Open Space Committee for the reasons and concerns
outlined in their report.
4. The Park and Recreation Commission also recommends that the
Open Space Committee should operate as a committee of the Park
and Recreation Commission for the following reasons:
A. Open space once determined by the City, more times
than not, and unless for a specific reason, has
been the direct concern of the Park and Recreation
Department. Examples of open space currently the
responsibility of the Park and Recreation Department
are as follows: Briarwood Bird and Wildlife
Sanctuary, Rice Lake Park, Outlot #1, Bassetts Creek
Park, and North Tyrol Park.
B. Open space is relatated closely to the trails system.
C. The Park and Recreation Director and staff are willing
to work with the Open Space Committee and can provide
necessary staff support and assume responsibility for
providing technical assistance.
D. The Park and Recreation Department assume the on
going maintenance of the open space area.

E. The Open Space Committee's work has progressed
from the planning stage to the implementation
stage.
5. It was Vien moved by Petersen, and seconded by Hammer, to approve
the Open Space Committee Report as amended, with copies to be
sent to the Planning Commission and to the Open Space Committee.
Motion carried.
MEETING Golden Valley City Council and Golden Valley Park and
Recreation Commission
At this time, the Park and Recreation Commission discussed their forth coming
meeting with the City Council. After much discussion, it was decided that
we would discuss priorities, programs, philolophies, and manpower, looking
forward to budget planning for the calendar year 1975.
ADJOURNMENT
There being no further business, it was moved by Duebner and seconded by
Burmeister, that the meeting be adjourned. Meeting adjourned at
11 P.M.
