5-30-1974REGULAR MEETING GOLDEN VALLEY PARK AND RECREATION COMMISSION May 30, 1974 A regular meeting of the Golden Valley Park and Recreation Commission was held on Thursday, May 30, 1974, at 7:30 p.m. at Brookview Community Center, 8200 Wayzata Blvd., Golden Valley, Minnesota. Chairman Gergen presided, and the following members were present: Brown, Courey, Duebner, Jaffe, Kelby, and Petersen; members absent, Hamner and Jackson. Also present were John L. Brenna, Director of Parks and Recreation, David H. Latvaaho, Assistant Director of Parks and Recreation, Gertrude Peterson; also present were members of the Open Space Committee. MINUTES It was moved by Petersen, and seconded by Brown, that the minutes of the regular meeting of April 25, 1974, be approved. Motion carried. It was moved by Peterson, and seconded by Duebner, that the minutes of the special meeting of May 1, 1974, be approved. Discussion followed and the motion failed. After further discussion, it was moved by Brown and seconded by Courey, that the minutes of the special meeting of May 1, 1974, be corrected to indicate that the motion of Duebner was not seconded, and that the original motion did carry. Carried. Brown then moved that this season, the Park and Recreation Commission go on record as approving adult preference Monday through Friday at all tennis courts. Motion was seconded by Petersen and carried. OPEN SPACE COMMITTEE Mr. Brown stated that Dr. Petersen, Mr. Brenna, and himself had met with the Open Space Committee last week, and outlined a proposed structure of operation with the Open Space Committee. At this time, the Open Space Committee presented their report relative to their functions, structure, and procedure. After discussion, certain changes were made to the Open Space Committee format. Mr. Brown then moved that the Park and Recreation Commission recommend to the City Council the statement of function, structure, and procedure, and that the Open Space Committee operate as a sub—committee of the Park and Recreation Commission. The motion was seconded by Petersen and carried. The proposed function, structure, and procedure will be presented to the City Council at their regular meeting on June 17th. 1 Regular Meeting Golden Valley Park and Recreation Commission May 30, 1974 SCHOOL DISTRICT #281 — Community Education Program (page two David H. Latvaaho, the Assistant Director of Parks and Recreation, dis— cussed theCommunity Education Program that will be set up at Sandburg Junior High School. Mr. Latvaaho said that School District #281, has asked Golden Valley to participate in their program. The cost to our community will be $900.00. Mr. Latvaaho pointed out the advantages of participating, and discussion followed. Mr. Brenna stated that the philosophy of a lights on program for schools is a good one, as long as there is not a duplication of effort, facilities, and finances. Mr. Brenna did question the $900.00 fee to join the Community Education Program when the program is tax supported. Mr. Latvaaho stated that the $900 would come back to the community in that the Citizens Advisory Committee who would represent Golden Valley at the Sandburg Community School would utilize the money for special programs that the Community School might offer. Mr. Courey moved that the Park and Recreation Commission recommend to the City Council that the City of Golden Valley join the Community Education program for the year starting July 1, 1974; the motion was seconded by Cue'ner and carried. SUMMER PROGRAM — 1974 At this time, Mr. Latvaaho discussed the summer program, and specifically pointed out the new programs being offered this summer. In discussing, the various programs, a portion of the T—ball program was pointed out as needing some structure relative to those who are supervising it. A question was asked if the young men who run the activity are ever briefed as to their duties. Mr. Latvaaho and Mr. Brenna both stated that there is an in—service training period for the young men in the T—ball program plus a staff meeting with their supervisor each week of the program. Mr. Brenna stated that this year's in service training period will be held next week, and if any of the Commission members want to attend, they may do so. TRAUS Mr. Brenna, with the use of a map, pointed out those portions of our trail system that would be constructed this year. Mr. Brenna also handed out some literature on the use of motor bikes to police our trail and park system. He stated that police cars are not the answer to policing the trails and park system. At this time, Mr.Brown asked for information regarding the number of instances where a bike could have been used. Mr. Brenna stated that he would bring forth the information at our next meeting. 1 1 1 Regular Meeting Page three Golden Valley Park and Recreation Commission May 30, 1974 PARK CONSTRUCTION Mr. Brenna stated that bids for our park walk ways were opened today, and the price was within our budget. The walk ways will be completed in August. Mr. Brenna also stated that the bonding company for our recreation buildings are now paying the sub—contractors. Mr. Brenna stated that a final inspection will be held next week. NEW COMMISSION MEMBERS In briefing Mr. Brenna stated an in briefing will be held for our new commission members on the 20th of June at 7:30 p.m. at Brookview Community Center. ADJOURNMENT There being no further business, it was moved by Petersen, and seconded by Kelby that the meeting be adjourned.
