12-30-1974161 SPECIAL MEETING GOLDEN VALLEY PARK AND RECREATION COMMISSION December 30, 1974 A special meeting of the Golden Valley Park and Recreation Commission was held on Monday, December 30, 1974, at the Brookview Community Center, 8200 Wayzata Blvd., Golden Valley, Minnesota Chairman Gergen presided, and the following members were present: Brown, Courey, Duebner, Kelby, Jaffe, and Petersen, absent, Hammer. Also present were Rosemary Thorsen, Walter Tiffin, and Richard Streu, of the Trails Committee, John L. Brenna, Director of Parks and Recreation, and Gertrude Peterson, secretary. The meeting was called to discuss the low bid for the construction of that portion of the trail system that runs on the south side of Golden Valley Road from Douglas Drive to Glenwood Parkway. The low bid for the construction of this portion of the trail came in at $19,125.00, the sum of $10,943.83 was the original estimate. In addition to the above, the following items are needed to complete the Golden Valley Road trail: (1) 15% engineering and contingency, $2,868.00; (2) fence removal, Scheid Park, $800.00, (3) T. H. 100 crossing, $3,100, (4) 2,000 square feet retaining wall @ $6.00. plus grading and fill, $13,500.00. Alternatives were discussed, and after lengthy discussion, it was moved by Courey that the trail system from Douglas Drive to Glenwood Parkway be completed in accordance with the low bid for that segment of the trail following the south side of Golden Valley Road; also including the additional costs as listed above, and with the under— standing that specifications be drawn by the Engineering Department, and that in accepting this section of the trail system, the trail system is to be completed in accordance with the original trail map within the next eighteen months, and that if any modicification of the trail system will have to be made, the City Council will be asked to appropriate additional funds. The motion was lost for want of a second. After further discussion, it was moved by Kelby and seconded by Courey, that the bid be rejected. The motion failed. It was then moved by Duebner that we recommend accepting the bid because it is an important link, it is the first priority of the Trails Committee, and the Engineering Department feels it is a reasonable bid. The motion was lost for want of a second. At that time, the Chairman polled the members of the Commission. Following a lengthy discussion, it was moved by Duebner and seconded by Petersen, that the Park and Recreation Commission recommend to the City Council that the bid be acception. It was then suggested that the Trail Committee should re—examine priorities and report back to the Park and Recreation Commission. It was moved by Courey that the Trails Committee confer with the administrative employees of the City and review the proposed trail system relative to engineering and construction problems, and up— date costs and report back no later than the Commission's March 1975, meeting, so that we will know what is required at that particular time. The motion was seconded by Duebner and carried. There being no further business, it was moved by Petersen, and seconded by Jaffe, that the meeting adjourn. Meeting was adjourned at 10:45.
