GOLDEN VALLEY PARK AND RECREATION COMMISSION
May 29, 1975
A regular meeting of the Golden Valley Park and Recreation Commission was held
on Thursday, May 29, 1975, at 7:30 p.m. at the Brookview Community Center, 8200
Wayzata Blvd., Golden Valley, Minnesota.
Chairman Petersen presided and the following members were present: Brown,
Courey, Duebner, Gergen, Jaffe and Kelby; members absent, Hammer and King. Also
present were John L. Brenna, Park and Recreation Director, James Crawford,
Director of Public Safety, Rosemary Thorsen, Councilwoman, Walter Tiffin, Chair—
man of the Trail Committee, and Gertrude Peterson, secretary.
MINUTES
It was moved by Brown and seconded by Gergen that the minutes of the regular
meeting of April 24, 1975, be approved, with the following correction: under
BROOKVIEW MENS GOLF ASSOCIATION — by laws, line 5 thereof, after the word
"discussion" the following be added: "during which members assured the
Commission that the aims and goals of the Brookview Mens Golf Association had not
changed." Minutes were approved as corrected.
LIONS CLUB PARK — parking problem
Mr. Brenna explained the background of the parking problem and stated that for
this year all weekend tournaments will be staggered and that there will only be
six tournaments allowed. He also explained future plans for creating more park—
ing area at Lions Park. At this time, residents living in the Lions Club Park
area were present, and explained their concerns. After discussion, it was moved
by Gergen that the Commission strongly urge the City Council that the City
Ordinances as it applies to parks and no parking be enforced, and that the no
parking on Lousiana and Western Avenues be placed only during June, July, and
August, and that similar signs for the same duration be installed on both sides
of Kentucky Avenue. The motion failed for want of a second. After further
discussion, it was moved by Brown that the Commission recommend to the City
Council that strong enforcement of existing regulations concerning both parking
and park use be enacted in the total community, and more specifically in the
Lions Club Park area, and that temporary parking space be established at the
south end of Lions Club Park. The motion was seconded by Kelby and druly
carried.
TRAIL POLICIES
At this time, Mr. Brenna explained problems relative to policing our parks and
trails. Mr. Brenna submitted a priority chart depicting various parks and
times when incidents most occur. Discussion was brought forth relative to
who would enforce trail and park policies and by what means. After considerable
discussion, it was moved by Kelby and seconded by Brown that the Commission
recommend its approval of the purchase of a motorcycle, and further recommends
that the Police Department initiate a policy of policing and of law enforcement
in the parks, nature areas, and trails. Motion carried.

The matter of an ordinance change was brought forth relative to Parks Ordinance
#244. After discussion, it was moved by Duebner and seconded by Jaffe that
Ordinance #244 be recommended to the City Council that it be amended to add
the words "trails and nature areas" to section 143.01. Motion carried.
BROOKVIEW SUBCOMMITTEE REPORT
Mr. Courey reported on the last meeting of the Brookview Subcommittee and read
a letter from Braurer and Associates relative to the upgrading of fairways
and an irrigation system which set forth a range of professional services within
certain phases. After discussion, Mr. Brenna was asked to check further for
more opinions and report back to the Commission.
Mr. Courey further stated that the subcommittee had discussed the matter of
patron cards being issued to businesses in Golden Valley, and also season
tickets. The Subcommittee recommended that there be no change from the
present policy. After discussion, it was moved by Courey and seconded by Gergen
that it is the recommendation of the Commission that no change be made in the
present policy of the City with respect to the issuing of patron cards and
season tickets. Motion carried.
OPEN SPACE RECOMMENDATION
The matter of the recommendation of the Open Space Committee as set forth in
their minutes of May 21, 1975, concerning the Kings Creek development was
discussed. After discussion, it was moved by Courey and seconded by Gergen
that the Commission reaffirms the action taken by the Commission of January
30, 1975, with respect to Kings Creek PUD. Motion carried.
BICENTENNIAL TRAIL
Mr. Brenna explained a matching grant application which the JC's are making
to the Minnesota American Revolution Bicentennial Commission. After
discussion,it was moved by Courey and seconded by Jaffe, that the Commission
recommend to the City Council the authorization and filing of an application
with the Minnesota American Revolution Bicentennial Commission Matching Grant
application pursuant to proposals presented by John Brenna by Mr. Carl Elken
of the Golden Valley JC's, and that the application be coordinated with the
City Bicentennial Commission. Motion carried.
PARK CONSTRUCTION — up date
Mr. Brenna explained how the instalation of playground equipment was progress—
ing and the manner in which the park crews were working. He also stated that
bids for the bridges had been let out, and explained the progress being made
on the making of signs for the trails; that the birds for the Golden Valley
trail will be let on June 12th. He also discussed a proposal for creating
more parking area at Lions Park. After discussion, it was moved by Courey
and seconded by Gergen, that the Council consider the proposed plat of the
Minder property dated May 29, 1975, and suggest a modification to it which
would place Western Avenue forty (40) feet south of its present line from
its intersection with Louisiana Avenue to Nevada Avenue. Motion carried.
