REGULAR MEETING
GOLDEN VALLEY PARK AND RECREATION COMMISSION
September 25, 1975
A regular meeting of the Golden Valley Park and Recreation Commission was
held on Thursday, September 25, 1975, at 7:30 p.m., at the Brookview Community
Center, 8200 Wayzata Blvd., Golden Valley, Minnesota.
Chairman Petersen presided and the following members were present: Brown,
Courey, Duebner, Gergen, Hammer, Jaffe, Kelby, and King; members absent, none.
Also present were John L. Brenna, Director of Parks and Recreation, and
Gertrude Peterson, secretary.
MINUTES
It was moved by Brown and seconded by Kelby, that the minutes of the regular
meeting of August 28, 1975, be approved, with the exception that under the
title 111976 Budget, Special Items for Review", that the minutes show that the
motion set forth therein was made by Brown. Minutes were then approved as
corrected.
The Chairman announced that Mr. Kelby would not be able to chair the sub—
committee which was appointed on August 28th. Mr. Gergen will serve as
chairman, and Mr. Kelby and Mrs. King will serve as members.
OPEN SPACE COMMITTEE
The minutes of the Open Space Committee of August 20,1975, were discussed,
and thereafter it was moved by Kelby and seconded by Brown that the Open Space
Committee and the Trails Committee clarify their proposal for consolidation
of the two committees, which should include setting forth functions, structure,
and procedures of the proposed new committee. Motion carried.
The relationship between the Park and Recreation Commission and the Open Space
Committee was discussed, and thereafter it was suggested that the Open Space
Committee be advised and invited to any meeting of the Commission when matters
pertaining to open space might appear on the agenda, thereby providing better
communication between the two bodies.
BROOKVIEW SUB COMMITTEE REPORT
Mr. Courey, chairman of the Brookview Sub Committee reported that the City
Council authorized the City Manager to draw up an agreement with Mr. Sicora
on golf course improvements as listed in his proposal, plus the addition of
a nine hole short course study. Mr. Courey also stated that the Sub—
Committee had met on September 25th, and discussed the fencing along the
driving range. Mr. Courey stated that no conclusions had been reached on
on this matter. Discussion ensued by members present and the following
suggestions were brought forth for next year's operation: (1) instruct the
range personnel to keep a close surveillance on the patrons who use the range
from the standpoing of their driving habits (2) place appropriate signs
warning patrons of Highway #12 and the first fairway.

Mr. Brenna explained that the matter of the pedestrian bridge had been brought
to the City Council on September 2, 1975, wherein Mr. Darrell Berkowitz of
Toltz, King, Duvall and Anderson, the City's mechanical engineering consultant
for the bridge project, presented renderings of two pedestrian bridges, one
with steps and one incorporating ramps. Much discussion ensued relative to
the merits of steps vs. ramps, and vice versa; esthetics of the bridge relative
to the shopping center; the hindering of the Valley Square Task Force,area
merchants; pedestrian travel, etc. The total matter was deferred until a
meeting took place between the Valley Square Task Force, staff, area merchants,
Park and Recreation Commission and Planning Commission were present. Again
discussion ensued relative to location and design. It was also brought out by
the consultant that time on his part, from the standpoint of final plans and
specifications, and their being ready for the appropriate state and federal de—
partments should be considered relative to a time frame that is rapidly closing
in, he felt that the plans should be read by mid—November. The Council, at this
point, instructed the staff to ask for an extension of time from the appropriate
state and federal agencies beyond the normal 90 days after the new FAU list comes
out, which will be about the first of the year. The Council also instructed Mr.
Berkowitz to draw another rendering showing the use of a bridge utilizing the
Winnetka Avenue right of way. Mr. Brenna Stated that he will keep in touch with
the matter and apprise the Commission of any additional happenings.
ITENERARY PARK TOUR
Mr. Brenna explained the itenerary for the park, trail, and open space tour that
will take place on Saturday, September 27th, at 9:00 a.m. Mr. Brenna stated
that the City Council, Open Space Committee and Trails Committee have also been
invited.
PARK AND RECREATION COMMISSION — REGULAR MEETING
Due to personal conflicts, it was decided that the October meeting of the
Commission would be held on Thursday, Ocrober 16, 1975, and that the November
meeting would be held on December 4, 1975, and the regular time and place.

There being no further business, it was moved by Kelby and seconded by Brown
that the meeting be adjourned. Meeting was adjourned at 12:45 a.m.
