GOLDEN VALLEY PARK AND RECREATION COMMISSION
December 11, 1975
A regular meeting of the Golden Valley Park and Recreation Commission was
held on Thursday, December 11, 1975, at 7:30 p.m. at the Brookview Commun—
ity Center, 8200 Wayzata Blvd., Golden Valley, Minnesota.
Chairman Petersen presided, and the following members were present: Brown,
Courey, Duebner, Gergen, Jaffe and King; members absent, Hammer and Kelby.
Also present were Mr. Richard Ernst, John L. Brenna, Director of Parks and
Recreation, and Gertrude Peterson, secretary.
MINUTES
It was moved by Brown and seconded by King that the minutes of the regular
meeting of October 16, 1975, be approved. Motion carried.
OLD BUSINESS
Shade Tree Ordinance — Mr. Brenna briefed the Commission on the status of
the Shade Tree Ordinance, and its accompanying subsidy program. Mr. Brenna
stated that the subsidy program will become effective on January 1, 1976.
Rings Colonial Second Addition — Dr. Petersen stated that he spoke to the
City Council at their November 17 regular meeting about our recommendation
relative to a trail corridor, and to Western Avenue as it relates to Lions
Park. The City Council gave preliminary approval of the plat subject to
our recommendations, plus items that the Planning Commission had, i.e.
ponding, street right of way, etc.
Highway #55 Pedestrian Bridge Dr. Petersen briefed the Commission on
recent meetings relative to the pedestrian bridge that is proposed near
the intersection of Highway #55 and Winnetka. Dr. Petersen stated that
a public hearing on the bridge will be held at City Hall at 7:30 p.m. on
January 5, 1976.
NEW BUSINESS
Housinq and Community Development Commission
The Housing and Community Development Commission was unable to meet with
the Commission this evening because of a prior meeting date. However,
Mr. Brenna stated that he had talked with Mr. Sweet, the staff liaison
to the Housing and Community Development Commission and he stated that
requests for community development funds should be located in areas of
moderate and low income housing. Mr. Brenna pointed out three areas of
moderate and low income housing within the community where development
should be possible under the moderate and low income criteria. Mr. Brenna
stated that he will bring forth some cost estimates at the next regular
meeting.

Mr. Brenna stated that it had been requested that the Park and Recreation
Commission consider a proposed stairway for South Tyrol as part of the
trail system. After discussion, it was moved by Courey and seconded by
Gergen that the Park and Recreation Commission recommends that the proposed
South Tyrol stairway should not be designated as part of the trail system
for the reason that it adds no utility to the trail system and creates
maintenance problems. Motion carried.
SUB COMMITTEE REPORT — Policies and use of community ball fields
Mr. Gergen, Chairman of the Sub Committee on the use of community ball fields,
reports that his Sub Committee will begin a series of meetings the first to
be held next week. Mr. Gergen stated that he will bring forth a report at
our next regular meeting.
MR. RICHARD ERNST
At this time, Mr. Richard Ernst, who owns a small convenience type shopping
center in the north western corner of Golden Valley, offered the City of
Golden Valley some land which abuts Medley Hills Park for park purposes. After
discussion by the Commission, it was moved by Courey and seconded by Duebner
that the Park and Recreation Commission recommends that the City Council accept
the offer of Mr. Richard Ernst to convey fee title to the two and one half acres
of land lying northerly of Medley Hills Park described as follows: District
#28, Medley Hills Addition, that part of Outlot 2 lying northerly of a line
running from Northeast corner of Outlot 1 to the Northwest corner of Lot One
Block 2, Plat 86071, Parcel 920, in exchange for a waiver of off street parking
requirements as it relates to his property situated to the northwest described
as follows: District 28, Section 30, Township 118, Range 21; that part of
the North 495 feet of East 26-2/3 rods of West 53-1/3 rods of Norhwest Quarter
of Northwest Quarter, lying easterly of road, except road, Plat 84530, Parcel
5650. Motion carried.
T BALL REPORT
Mr. Brenna explained that he, David Latvaaho, and Mary King had discussed
the T Ball program at great length and had come forth with the following
changes for 1976:
1. All games will be controlled games
2. Field positions will be rotated
3. There will be no playoffs
4. There will be no awards or awards ceremonies
5. No standings will be kept
6. The program will be an instructional program
for fun, and it will be listed as such in our
summer brochure.
