GOLDEN VALLEY PARK AND RECREATION COMMISSION
January 15, 1976
A special meeting of the Golden Valley Park and Recreation Commission
was held on Thursday, January 15, 1976, at 7:30 p.m. at the Brookview
Community Center, 8200 Wayzata Blvd., Golden Valley, Minnesota.
Chairman Petersen presided and the following members were present:
Brown, Duebner, Gergen, Jaffe, and Kelby; members absent, Courey, Hammer
and King. Also present were Mr. Glen Eiden of the Housing and Community
Development Commission, John L. Brenna, Director of Parks and Recreation
and Gertrude Peterson, secretary.
HOUSING AND COMMUNITY DEVELOPMENT — Monies
Mr. Eiden explained the criteria as set forth by HUD, and stated that
the latest emphasis from HUD pertained to: aid to low and moderate in—
come housing, housing rehabilitation grants and loan programs, and sites
for low and moderate income housing. Mr. Brenna reviewed the ideas
and estimates which had been considered by the Park and Recreation
Commission. After discussion, it was moved by Gergen and seconded by
Duebner that reflecting HUD criteria as explained by Mr. Eiden, that
the following priorities be recommended:
Priority #1 — Pennsylvania Woods
1. Trail of limestone along Rhode Island Avenue, 23rd Avenue, and
Pennsylvania Avenue, and woodchips along the ponds and through the wooded
area, with benches along the woodchip trail and pond areas. Trail
estimates: excavating and limestone, $3,800;woodchips, $1,000; and
15 wood slat and steel frame benches, $75&00, for a total of $5,580.
2. Planting to control erosion and to provide wildlife habitat,$2,500.
3. Water quality control — ponds, $300.00
4. Access trails for nature areas
5. Footbridge and bogwalk, $4.000
Priority # 2 Lakeview Heights
The neighborhood park in Lakeview Heights is a typical five acre area
that has a small softball diamond for neighborhood use, a play equipment
area for tots and gradeschool youngsters, a sun shelter, hard surface
area for court games (lighted) and an area for neighborhood football and
soccer and an area for general skating during the winter(lighted). The
neighborhood park is located to the west of General Mills Research Center
which is a natural barrier to the east, Highway #18 serves as a barrier
to the west, an industrial park is located to the south and a planned
unit development borders on the north, and the neighborhood is a bit

isolated from the rest of the community. Presently there is a 10 x 15
wood structure (fish house type) which serves as the recreation building.
1. A recreation building similar to the one at Woodlawn Park (26 x 16)
at an estimated construction cost of $35,000.
2. Construction of two tennis courts at an estimated cost of $18,000
for a total of $53,000
Priority #3 — General Mills Research Center
Trail will link the Lakeview Heights Park with Wesley and Medley Hills
Parks. This link will help keep young people off heavily traveled streets
and will give Lakeview residents access to other parks which have a
variety of facilities that Lakeview does not have. The natural area
within the Research Center trail complex is contiguous to the Lakeview
Heights neighborhood. Trail estimate: excavating and limestone $9,000,
walk bridge, $850.00; for a toral of $9,850.00.
Priority #4 — Valle d'or
Request for planning monies as proposed by the Open Space Committee.

Motion carried.
ADJOURNMENT
There being no further business, it was moved by Gergen and seconded
by Jaffe that the meeting be adjourned. Motion carried and the meeting
was adjourned at 10:30 P.M.
