1-20-1977Park and Recreation Commission January 20, 1977 Minutes of Regular Meeting Meeting called to order at 7:30 p.m. by Chairman Duebner. Present: Hammer, Duebner, Petersen, Brown, Kahn and King Absent : Jaffe and Gergen Staff . Brenna, Hoel, Latvaaho Guests : Ron Bastry, McComb Knutson Company, representing Centurian Company, Sherm Goldberg representing Golden Valley Hockey Association. MINUTES• Minutes of regular meeting of December 9, 1976, approved as printed. Minutes of special meeting of January 6, 1977, approved as printed. PARK AND RECREATION RULES AND PROCEDURES Moved by Kahn to recommend to council to approve proposed changes to Rules and Procedures. Seconded by Hammer. Motion carried. PARK AND RECREATION ORDINANCE Discussion of present and proposed changes to Park and Recreation Ordinance. No action or recommendation taken. KINGS CREEK TRAIL PROPOSAL Mr. Bastyr presented plans for development in the Kings Creek Trail area. After considerable discussion, it was moved by Kahn that the Courty motion of January 30, 1975 (copy attached) with the added stipulation that green belt areas be dedicated to Golden Valley along with the new proposed Kings Creek plan of November 26, 1976, be proposed for approval by the Planning Commission. Seconded by Brown. Motion carried. DUTCH ELM DISEASE This area was briefly reviewed. The staff will have available more infor— mation concerning the St. Louis Park plan for presentation to the Council for their February 7 meeting. Other recommendations were left open until state plans are known. DOVER HILLS SENIOR CITIZENS Mayor's memo re Dover Hills Senior Citizens program. During discussion this matter was put in abeyance in order to hear Mr. Goldberg concerning the Golden Valley Hockey Association. Golden Valley Hockey Association Mr.. Goldberg requested assistance in keeping rinks clear of snow by suggesting Minutes page two more overtime help during the strike. After discussion, it was recommended to the Hockey Association that they voluntarily clean rinks that are not adequately cleared until such time as the strike is terminated. DOVER HILLS SENIOR CITIZENS Return to discussion of the Dover Hills Senior Citizens proposal. Comment: This proposed program duplicated Park and Recreation programs already in action without need for additional funds other than possible moneys for transportation purposes. Best way to assure coordination of program with our existing program is to have funds administered through park and recreation. We should obtain permission to have non—Dover Hills residents to be allowed to take part in any program at Dover Hills, as we are lead to believe that this is not possible now. This would enable us to combine our present pro— gram with the proposed Dover Hills program and make use of both facilities (G.V. Community Center and Dover Hills) We whould encourage Dover Hills youth to participate in our present youth recreational program. Use transportation funds, including handicapped transportation funds for programs that also include non—Dover Hills residents. Many Dover Hills residents already participate in our present program and we would further encourage additional Dover Hills residents to do so. Programs should go in both areas (G.C. Community Center and Dover Hills) under only one coordinator. It appears this proposal wasn't drawn up by the senior citizens, but rather taken from ''Textbook'' recommendations as a means to obtain money to fund a program of recreation activities for Dover Hills residents which they were promised by management of the property, which it appears management is not supplying. Everything requested in the budget is already being capably done by Golden Valley Park and Recreation with the possible exception of more money needed for transporting senior citizens to and from programs and/or field trips.
