2-24-1977Park and Recreation Commission Meeting February 24, 1977 Regular Meeting. Minutes Meeting called to order 8:30 by Chairman Duebner Members present: Duebner, Brown, Kahn, Hammer, and Jaffe Members absent : King, Petersen, Gergen Staff present . Brenna, Bakken, Latvaaho Guests . Artice Silverman, League of Women Voters RULES AND PROCEDURES Reading of Rules and Procedures returned by Council with suggestion of addition of posting of open meeting notices accepted and adopted by the Commission. Latvaaho briefly reviewed Teen Outreach Program for sping and summer programs. Will present complete proposed programming in both of those areas at March Commission meeting. Quorum now being present, minutes of January 20, 1977, approved as mailed. Moved by Brown, seconded by Jaffe to receive and file minutes of January 17,1977 meeting of Open Space and Trails Committee. Passed. Brenna presented Park and Recreation energy conservation procedures. Brenna presented a list of construction projects for summer of 1977. Brookview Sub Committee Brookview Sum Committee report by Sub Committee Chairman Brown. Because of last year's freeze after discing, seeding, etc., full course may not be playable until approximately June 1, 1977. Nine holes will be play— able as soon as weather permits. The main problem will be one of public relations until full course is playable. Sub Committee recommends to issue patron cards, residents cards, junior and senior citizen cards at no charge to those people who held those cards last year. New sales of those cards to new applicants to be at the same rates as last year. Recommendation on business patron cards — staff to consider how we might administer business patron cards problems. Staff felt too many problems are involved in issuing patron cards. It becomes an uncontrollable situation. Moved by Kahn, seconded by Hammer: Issue free cards to holders of like cards from last year (includes patron cards, resident cards, senior citizen cards, and junior cards) Those last year card holders who wish to upgrade their cards to a higher level pay only the difference to upgrade Passed. Moved by Jaffe, seconded by Kahn: Continue to limit issuance of regular patron cards to Golden Valley residents only. Passed Sub—Committee to reconvene to discuss and recommend the possibility of Park and Recreation Commission Minutes page two golfing privileges cards to Golden Valley businesses. The Commission commended Duebner on her chairmanship of the Commission for an outstanding job well done. Meeting adjourned at 10:30 p.m. Chairman Brown 1 1 1
