4-21-1977PARK AND RECREATION COMMISSION April 21, 1977 Regular meeting of April 21, 1977 A regular meeting of the Golden Valley Park and Recreation Commission was held on Thursday, April 21, 1977, at the Brookview Community Center, 8200 Wayzata Blvd., Golden Valley, Minnesota. Chairman Brown presided and the following members were present: Eastes, Haglund, Jaffe, Kahn, King, and Petersen; members absent: Hammer and White. MINUTES The minutes of the meeting of March 31, 1977, were approved as printed, with the exception that the word "recommend" be added to the motion regarding the Park and Recreation Commission's action regarding the inclusion of trails to its responsibility instead of that of the Open Space Commission; thereby having the motion read: "It was moved by Petersen and seconded by Hammer to recommend that the Council not include . . . . ." DUTCH ELM REPORT John Brenna reported that Golden Valley is preparing to hire another forester because of the recent loss of our previous forester. Mr. Brenna also said that Golden Valley will follow a Dutch Elm program similar to that of St. Louis Park, whereby residents will have some of the costs picked up by the City and another percentage picked up by the state. There is no provision for re— forestration, only for cutting down diseased trees and hauling them away. Mr. Brenna said that because that there are very few elm trees in the park system, our parks will not be affected much by Dutch Elm disease. The percentages of costs that the city and state may pick up for residents could run up to forty per cent (40%) of the expense, depending upon final action by the legislature. OTHER REPORTS BY DIRECTOR BRENNA 1. City Council action has given the Park and Recreation Commission juris— diction over the City's trail program rather than have that area in the realm of the Open Space Commission. This action was recommended by the Park and Recreation Commission at a recent Council meeting. 2. The conflict between District #281 Community Education Department and the several suburban recreation departments over electricity charges and programming duplication will be discussed at a meeting on April 26th, at which will be present the various parties involved, in an effort to have a more cooperative attitude and avoid programming duplication. 3. Brookview Golf Course will have 18 holes ready for play on or about June 1st. 4. Mr. Brenna will be interviewing candidates for the CETA position recently created for a Senior Citizen Coordinator for Golden Valley. April 21, 1977 Regular meeting page two NEW MEETING DAY AND TIME Jaffe moved that the regular meeting date of the Park and Recreation Commission be changed to the first Thursday of each month. Sue Eastes seconded by motion. Motion carried. The Commission members also decided to try for an earlier meeting time of 7:00 p.m. The date change was considered desirable in order to more easily get recommendations and minutes to the Council for their regular meeting dates. WORK PLAN — REQUEST BY THE COUNCIL FOR GOALS After much discussion and many suggestions by Commission members, the enclosed work plan was tentatively agreed upon. It was moved by Kahn and seconded by Haglund to submit this work plan plus the Commission's regular monthly calendar to the Council for our total work plan for the 1977—early 1978 year.
