Regular Meeting of May 5, 1977
A regular meeting of the Golden Valley Park and Recreation Commission was held
on Thursday, May 5, 1977, at 7:00 p.m. at the Brookview Community Center, 8200
Wayzata Blvd., Golden Valley, Minnesota.
Chairman Brown presided and the following members were present: Eastes,
Haglund, Hammer, Jaffe, Kahn, King, Petersen, and White. No members were
absent.
MINUTES
The minutes of the meeting of April 2T, 1977, were approved as printed, with
one correction being the removal of the last sentence of the Dutch Elm report.
WORK PLAN
The proposed work plan from the April 21, 1977, meeting was discussed in light
of when difference aspects of it could be fit into the current calendar from
the present (May) through March of 1978. Also discussed was a proposed
calendar for future years — the integration of the work plan concept as a
permanent part of future year's calendars.
Petersen suggested that the Commission have an unrigid approach to the
yearly calendar in an effort to keep the group somewhat flexible in terms of
the items on its monthly agendas.
Hammer moved and Kahn seconded that the Park and Recreation Commission submit
the work plan and proposed calendar to the Council. Motion carried.
COMMISSIONS ROLE: POLICY VS. PRACTICE
Chairman Brown submitted a chart to the Commission members showing what he
feels the role of the Commission should be. He explained the drawing,
calling it a continuous process. The process requires the Commission to
study the practices to see if the policy is being property implemented.
The discussion went into the area of a sub—committee to review the
recreational programs, and Brown suggested the following members to serve:
Jaffe, Eastes, and Petersen. Petersen declined because of his interest
in serving on the Brookview Sub Committee, as also did Ron Hammer. Kahn
was then asked to serve and agreed to do so. Jaffe was appointed Chair—
person of the Sub Committee. They will have an initial meeting to plan
their strategy and tactics in order to do an evaluation. Their charge
was suggested by Brown: Determine what Golden Valley's programming policy
is and to what extent it's being carried out and what, if any, changes
should be recommended.
The Brookview Sub—Committee members will be: Ray Petersen, Ron Hammer, and
Jim Haglund. Their charge is: to help to find ways to minimize the
revenue losses in view of the golf course's problems.

CHAIRMAN'S REPORT
Mr. Brown read a letter from the Golden Valley Hockey Association
thanking John Brenna and David Latvaaho for their cooperation with this
winter's hockey program.
Mr. Brown read a letter from the Minnesota Recreation and Park
Association regarding their meeting on Tuesday, May 10th, on Park Boards
and Commissions. Members of the Golden Valley Park and Recreation
Commission are automatically members of the MRPA and were invited to
attend the meeting.
DIRECTOR'S REPORT
Mr. Brenna reported that the contract for grass seed for #11, #13, and
#13 fairways had been awarded by the Council. There will be a mid—
July seeding.
Bids for the Par 3 Course will be opened on June 6, 1977, with play on
that course not beginning until late next summer -1978.
The park tour by the Commission members and the Open Space Committee
members is scheduled for Saturday, May 21st, at 9:00 a.m.
NEXT MEETING
The Park and Recreation Commission's next meeting will be on Thursday,
June 2, 1977, at 7:00 p.m.
