9-1-1977REGULAR MEETING GOLDEN VALLEY PARK AND RECREATION COMMISSION September 1, 1977 A regular meeting of the Golden Valley Park and Recreation Commission was held on Thursday, September 1, 1977, at 7:00 p.m., at the Brookview Community Center, 8200 Wayzata Blvd., Golden Valley, Mn. Chairman Brown presided and the following members were present: Eastes, Haglund, Jaffe, Kahn, and Petersen; absent members were Hamner and King. Also present were John L. Brenna, Director of Parks and Recreation, Molly Lyons representing the Environmental Commission, and Greg Mack of the Hennepin County Park Staff. MINUTES The minutes of the regular meeting of August 4, 1977, were approved as printed. OLD BUSINESS Recreation Sub Committee Progress Report — SubCommittee Chairman Jaffe stated that the goals shall be to present to the Commission an analysis of the Golden Valley recreation programs, and also a comparative analysis of programs in surrounding communities. Dutch Elm Disease — on August 15, 1977, the City Council passed an ordin— ance to permit exemption of certain areas from the tree disease control area. The Council has asked for guidelines to implement the exemption ordinance. Motion was made by Kahn that this commission recommend to the City Council that they establish an ad hoc committee of five people consisting of members of the Park and Recreation, Environmental Commission the former Trails Committee, and/or interested residents with a forester as staff advisor to study each request for an area to be removed from the tree disease control area, and said committee to report directly to the City Council. Motion was seconded and carried. Hennepin County Park Reserve District Regional Trail Corridor — Greg Mack presented the proposed forty mile trail corridor which has been adopted by the Metropolitan Council, and asked that we pass a resolution support— ing the project. The southern portion of the trail, which would pass through Golden Valley is a corridor which has not been established, would prohibit motorized vehicles; the northern portion, through lessor developed areas would be multi—use, and would provide trails for snowmobiles and horseback riding as well as hiking and biking trails and cross crounty skiing. A motion to recommend Council approval of the following resolution was made by Petersen, seconded by Kahn, and carried: page two "RESOLUTION SUPPORTING THE HENNEPIN COUNTY PARK RESERVE DISTRICT'S EFFORT TO SECURE LAND AND WATER CONSERVATION FUND CONTINGENCY RESERVES FOR THE NORTH HENNEPIN TRAIL CORRIDOR WHEREAS, the Hennepin County Park Reserve District has proposed the establish— ment of a 40 mile multi use North Hennepin Trail Corridor; and WHEREAS, the Metropolitan Council in 1974 included the North Hennepin Trial Corridor in its Regional Recreation Open Space Plan; and, WHEREAS, the Golden Valley Park and Recreation Commission has reviewed the concept plan for the proposed Northern Hennepin Trail Corridor; and, WHEREAS, the proposed trail corridor incorporates existing and/or proposed Golden Valley Trails as the route between Medicine Lake and Theodore Wirth Park; and, WHEREAS, the proposed trail corridor will be readily accessible to the resi— dents of Golden Valley, providing an outstanding recreational opportunity; and, WHEREAS, the Hennepin County Park Reserve District intends to submit application for Land and Water Conservation Fund Contingency Reserves for the acquisition and development of the North Hennepin Trail Corridor, NOW THEREFORE, BE IT RESOLVED, that the City of Golden Valley Park and Recreation Commission support the proposed North Hennepin Trail Corridor; BE IT FURTHER RESOLVED that the Commission supports the efforts of the Hennepin County Park Reserve District to secure Land and Water Conservation Fund Contingency Reserves for the acquisition and development of the North Hennepin Trail Corridor." Budget — This commission will attend the September 26th meeting of the City Council to explain our three requests: a staff secretary for our Commission meetings, a full time forest er, and retaining the position of a full time recreation program supervisor. We will meet at 11:20 a.m. on Monday, September 26th, to further discuss the 1978 budget. NEW BUSINESS Swimming pool — Since the 1977 season figures are not all in, the swimming pool disucssion was postponed until the October meeting. A letter from Mrs.Nancy Herron a Golden Valley parent, who is extremely pleased with the Brookview Pool swimming program was read, and greatly appreciated. Senior Citizens — Director Brenna stated that the $24,000 previously earmarked for programming and transportation may not be used for those purposes, but must be applied to remodeling or construction of facilities. Discussion ensued regarding remodeling of Brookview Recreation building vs. a feasibility study for a new recreation building. Discussion will continue at next month's meeting. page three Director's report: 1. Bids opened and construction will soon begin on asphalt trail on Plymouth Avenue from Highway #18 to Orkla Drive. 2. The trail and 18 station fitness course circling Brookview Park will be installed this fall. 3. Wildwood Park play equipment is in and well used. 4. Shelters are goin in six parks 5. South Tyrol play equipment to be installed in September 6. Par 3 golf course target date for opening is July of 1978 7. The new 11, 12, and 13 holes to be in use October 1, 1977 8. The Golden Valley recreation program is outlined in theDistrict #281 Community Education bulletin for the first time. 9. There are 27 golf tournaments scheduled at Brookview Golf Course from now to the end of the season, which will substantially improve the gross income of the course.
