10-13-1977REGULAR MEETING GOLDEN VALLEY PARK AND RECREATION COMMISSION October 13, 1977 A regular meeting of the Golden Valley Park and Recreation Commission was held on Thursday, October 13, 1977, at 7:00 p.m. at the Brookview Community Center, 8200 Wayzata Blvd., Golden Valley, Minnesota. Chairman Brown presided, and the following members were present: Eastes, Haglund, Hammer, King, Petersen, and Riley; absent members were Jaffe and Kahn. Also present was John L. Brenna, Director of Parks and Recreation. MINUTES The minutes of the regular meeting of September 1, 1977, were approved as printed. Introduction of new member, Merilee Riley. OLD BUSINESS A. Council reaction to Park and Recreation budget proposals: a. Approved the reinstatement of a full time park supervisor and upgraded it to an individual with a 4 year degree. b. Rejected proposal for full time forester — instead approved 2 part time foresters and open space consultant. B. Brenna reviewed plans for landscaping and seeding the Laurel Avenue Pond Area. A public hearing will be held in November to discuss citizen concerns. The commission reaffirmed our conviction that the August 4th motion stands as approved then. (The motion dealing with the Laurel Avenue Pond Area) C. The Recreation Sub Committee progress was discussed and Chairman Brown will attempt to see that more progress can be made. NEW BUSINESS A. A commission member will be appointed by late October to serve on the Ad Hoc Committee that will be decided what areas of Golden Valley should be exempted from the Dutch Elm disease control program. B. The swimming pool's 1977 operational season was discussed in terms of facilities and financial situation. Discussion centered on the need for maintenance and cleaning of the dressing rooms and toilet areas. Members agreed that additional help is needed in order to keep the facilities orderly — perhaps a daily visit by the mainten— Minutes page two ante men at Brookview is needed. The pool's operation for 1977 was not too financially bad — a loss of about $7,000. The weather and mechanical problems accounted for several "down days" -- more than the typical number of "down days". C. Review of 1977 accomplishments and readning needed for park facilities: a. South Tyrol equipment is almost totally in. b. Wildwood park equipment is in. D. Directors report Vita course is in near Brookview Park All trail signs will be in this fall 700 trees are now in the tree farm at Plymouth Avenue. The Jaycees are creating a fishing dock near Brookview 1,468 trees have been marked as diseased. 65 have been removed. the rest will hopefully be gone by December 15th. The State Planning Agency has funded money for tennis lights at two locations: Scheid Park and St. Margaret Mary School. E. A possible community center and senior citizen comples in the future was discussed. If it is realistic to actually think in terms of building a community center within the next few years, then the Commission members think the emphasis of the funds should be on planning such a complex versus upgrading existing Brookview facilities. If, on the other hand, that possibility seems more remote than that, the bulk of the money should be spent on upgrading Brookview for use by disabled and senior citizens. Petersen made the motion that we recommend the above to the Council and Eastes seconded the motion. It was unanimously approved. F. The North Hennepin Trail Corridor plan was discussed briefly, and Commission members felt that more information on exactly where the trail will go is needed before the Commisson can give more input.
