GOLDEN VALLEY PARK AND RECREATION COMMISSION
December 1, 1977
A regular meeting of the Golden Valley Park and Recreation Commission
was held on Thursday, December 1, 1977, at 7:00 p.m. at the Brookview
Community Center, 8200 Wayzata Blvd., Golden Valley, Minnesota.
Chairman Brown presided and the following members were present:
Eastes, Haglund, Hammer, King, and Petersen; absent members were Jaffe
and Kahn. Also present was John L. Brenna, Director of Parks and
Recreation.
MINUTES
The minutes of the regular meeting of November 3, 1977, were approved
as printed.
OLD BUSINESS
HCD Block Grant Funds: Glen Eiden, lission to the Park and Recreation
Commission from the HCD Commission discussed the 1978 funding and en—
couraged the members' input for suggestions on how to spend the
allocation. After much discussion, member Haglund made the motion to
request $50,000 for community center planning. Petersen seconded the
motion, and it carried.
NEW BUSINESS
Park Security Annual Report Officer Zelinsky reported that
vandalism in the parks in 1977 was below that of the past few years,
only 10 incidents were reported since January 1, 1977.
Laurel Avenue Ponds: Trail location. Discussed prior decision to have
the trail between the two ponds versus along the north side of the ponds.
Decided to go along with prior decision on that issue as well as support
the plan to have natural grasses around the pond.
Recreation Program Sub Committee Progress Report: Eastes reported that
she and Jaffe are getting information on Golden Valley and neighboring
communities in terms of their recreational offerings. They also met
with Dr. John Schultz of the Recreation Department of the University of
Minnesota. He commented that he knows of no other community that has
done a study like our commission is doing. For informal purposes,
the Commission members were shown a working plan of the sub committee.

Skyline Builders Property: recreational use of it. After studying
the map and discussing the advantages and disadvantages of the areas for
recreational use, the Commission agreed to try to get a neighborhood input
as to the use desired by the nearby residents, and also to study the
demographic figures concerning the children of the area and their ages.
Brookview Liquor Policy Discussion of the Dram Shop Law implications and
the use of the building by different groups and the proximity of the swimming
pool and teen activities at Brookview. The Brookview Mens Golf Association
will have representatives at the January Park and Recreation meeting to
discuss the no liquor policy at Brookview.
NEW BUSINESS
Chairman's report Members Kahn and Riley will be members of the Community
Center Committee being formed by the Council. Chairman Brown will be on
the Dutch Elm Committee. Background and discussion of the unsuccessful
attempt by the Golden Valley Historical Society to have changed the name of
Culver Road to Gearty Road in honor of early settlers in that area of Golden
Valley. The Commission decided to look into the possibility of getting
neighborhood input about changing Woodlawn Park to Gearty Park by inviting
the President of the Historical Society to our January meeting.
Director's report More money has come from the Governor's office for
lighting tennis courts (in addition to the funding for lights at St. Margaret
Mary's courts and Schied's courts).
Mr. Brenna suggested the possibility of Park and Recreation Commission meetings
being held in the regional parks during the next several months in order to
hear the discuss nearby residents' interests and concerns. Members mentioned
that the winter months might not be the best time to start such a project —
cold weather and disruption to the rinks' programs being the biggest concerns.
However, it was decided to hold the February meeting at a regional park or
school building as an experimental kind of thing.
