2-2-1978GOLDEN VALLEY PARK AND RECREATION COMMISSION REGULAR MEETING February 2, 1978 A regular meeting of the Golden Valley Park and Recreation Commission was held on Thursday, February 2, 1978, at the Noble School, Golden Valley. Chairman Brown presided, and the following members were present: Eastes, Haglund, Hammer, Jaffe, King, Petersen, and Riley. Absent members: Kahn. Also present were John Brenna, Director of Parks and Recreation, David Latvaaho, Assistant Director, Kae Hagler, Program Supervisor, and Tom Feltl, Park Super— intendent. MINUTES The minutes of the January 59 1978 meeting were approved as amended ( a clari— fication in the wording of the liquor on Brookview premises policy, indicating the support of the Commission members for the staff1s attitude toward liquor at Brookview. OLD BUSINESS Recreation Sub Committee Progress Report Member Jaffe reported that most of the research on the project has been done and now the material will be put into the original outline proposed at an earlier meeting. By April, the members of the Sub Committee will have a good grasp of the material and will report then. NEW BUSINESS a. An overview of summer recreation programs: Kae Hagler gave a brief run— through of the spring program that will run from March 16 — April 22. After she indicated some of the types of programs being offered, a resident, Mary Johnson, suggested that activities be held in facilities in the northern part of Golden Valley instead of the current practice of most activities taking place at Brookview. David Latvaaho indicated that he would check into this poss— ibility. B. Other input: Resident Mary Johnson suggested a summer basketball program at the parks for teenagers. Resident Larry Johnson indicated a need for possibly a warming house at Papoose. Chairman Brown traced the history of why the smaller warming houses of the past are not used much any more. He indicated that too many man hours have been needed to maintain them, and therefore, only certain parks now have permanent buildings. Another area resident suggested that they should be a way for the hockey players to be able to skate at Papoose without disturbing the other skaters. C. Proposal to re—name Woodlawn Park to Gearty Park: After some discussion, about the histor of the Gearty family in Golden Valley, and a suggestion for a ceremony and a plaque on the park building, neighbordhood reaction was requested. After hearing that the citizens had a favorable response to the suggestion for the name change of the park, King made the motion to do so and Riley seconded it. (The motion was to recommend that action to the Council.) The motion carried unanimously. Mr. Brenna indicated that the Golden Valley Historical Society could perhaps be included in plans for a building plaque and appropriate ceremony. D. Skyline Builders Property — re: neighborhood park proposal: Mr. Brenna traced the history the the NE area of Golden Valley and its isolated state in relation to active playground areas. He also indicated that the process for developing the land for park and recreation purposes is in its beginning stages. The Open Space Commission has indicated that the two commissions can cooperate and work something out in terms of a blend of active play and wildlife areas. The demographic figures for children in the area was given, with a total al 229 children being of kindergarten — 12 grade ages. After discussion about how to approach this project, it was decided to get neightborhood input first as they react to a plan prepared by the staff. Petersen suggested that the staff could make a plan showing options (such as routes for walking paths and possible play areas) and then show it to the Commission. Mr. Latvaaho will be in charge of the staff side of the project and indicated that by mid—March there would be some alternatives ready to be discussed by the Commission members. Director's Report A. the bids out out for the Lakeview Heights recreation building that will be constructed soon B. Golden Valley has received more money for tennis courts from the State Planning Agency, so now there will be lighted courts in every quadrant of Golden Valley C. the new Ad Hoc Trails Committee was asked to help lay out a new trail brochure for use in the spring and summer. Hagland and Petersen are on this Committee D. Maintenance Director, Tom Feltl, said that new trail signs will be up this spring. Chairman's Report A. Next Meeting: The Commission members agreed that meeting in different areas of the City was useful in order to get more citizen input, and it was decided to meet in March at Wesley Park.
