August 28,1978
The Golden Valley Park and Recreation Commission met on August 28, 1978, for a
regular meeting with the following members present: Brown, Jaffe, King,
Petersen, and Riley. John Brenna, Director of Parks and Recreation, was also
present, as was David Latvaaho, Assistant Director. Chairman Brown presided.
MINUTES
The minutes of the regular meeting of July 27, 1978, were approved as
printed.
NEW BUSINESS
Mary Hills Park Public Meeting — Chairman Brown traced the background of
the area in terms of the need for an active play area within walking distance
of the homes there. Five proposals were discussed and the neighbors were
invited to give their comments. Neighbors who spoke included: Mike Degan,
Joe Manikowoski, Loren Laskow, Dorothy and Earl Jorgensen, and Wayne Schneider.
Their concerns included the amount of traffic a park would generate to how
much usage such a park would have. There was general agreement that a trail
through the area would be a nice addition to the neighborhood. After the
public hearing closed, Commission members discussed their views of what would
be most feasible and in the best interests of the neighborhood. It was moved
by Petersen and seconded by Riley that the Commission recommend to the Golden
Valley and Robbinsdale Councils the approval of Plan #5 which includes a
joint powers agreement with the City of Robbinsdale to develop a 2.06 acre
neighborhood park on the north end of Dresden Lane and also includes a trail
continuing from Dresden Lane through the Mary Hills Park area all the way down
to Golden Valley Road. The motion was approved unanimously.
Little League — discussion of Little League problems because of their loss
of Minnegasco Park on September 30, 1978. Representatives from Little League
were Paul Schliesman and Mike Falink. They discussed the need for a solution
for both immediate problems and long range problems. Brenna suggested that
the Park and Recreation Department could help revitilize the Valley Field (get
the turf in shape) and Little League would have to get the rese in shape.
Petersen made the motion and Riley seconded it that the City of Golden Valley
should, where feasible, help the Little League Association prepare Valley Field
or another suitable field for use during the 1979 season. The motion was
approved.
OLD BUSINESS
Terra Linda Park (New Hope) — The Commission discussed what to do to serve
the recreational needs of Dover Hills youngsters who presently are using Terra
Linda Park on the other side of Medicine Lake Road. (New Hope has suggested
that Golden Valley use the park for its own programs. Riley made the motion
and Jaffe seconded it, that based upon the safety precatuions involved in
children crossing Medicine Lake Road, we do no respond in the affirmative to
the City of New Hope's Park Director's suggestion that Golden Valley fund
the activities of their Terra Linda Park, which is being used by some children
from Dover Hills. The motion was approved. In connection with the above,
the Commission decided to invite Mr. Ward, Dover Hills Manager, to come to

the September meeting to discuss ways to provide more recreational
activities and opportunities for Dover Hills youngsters.
CHAIRMAN'S REPORT
The Commission received the resignation letter from James Haglund and was
accepted with regret.
DIRECTOR'S REPORT
The end of the year game in the T ball program was discussed in terms of
what some members feel is a push for more competition in the program.
Reaction of Commission members was mixed about what is or isn't too much
competition for youngsters in the 6-8 year old group.
