10-30-1978[l REGULAR MEETING GOLDEN VALLEY PARK AND RECREATION COMMISSION October 30, 1978 A regular meeting of the Golden Valley Park and Recreation Commission was held on October 30, 1978, at the Brookview Community Center. Members present: Jaffe, Hammer, Petersen, Riley, and Brown. MINUTES Minutes for Commission meeting on September 25 and October 9, 1978, were approved as printed. OLD BUSINESS Recreation SubCommittee Report — Commission members expressed appreciation to subcommittee members for the high quality of the report. After discussion of recommendations and next steps, Riley moved, Petersen seconded approval and acceptance of subcommittee report. Carried unanimously. Peteren moved, Hammer seconded, that copies of the recreation study be sent to Council members with cover letter indicating our willingness to -meet with them to discuss the report, should they want to. Mr. Brenna also reported on: tennis court;>lighting (18 of our 24 courts are, or soon will be lighted) Lakeview Heights building completed Brookview Park play equipment in Dog walk at Rice Lake repaired Sun shelter at Glenview Heights finished Brookview parking lot and retaining wall construction Laurel Avenue Ponds trail finished this week Golden Valley Womens Club fixing up community center, carpeting and drapes. 1403 diseased trees marked to date, 460 yet to be removed NEW BUSINESS Mr. Brown read a letter from Judie Berke, Chairperson the New Hope Park and Recreation Commission, expressing regret about our previous decision not to recommend participating in programming at New Hope's Terra Linda Park, which is just across Medicine Lake Road from Dover Hill. Evidently, the problem is really one of human relations and public safety, not merely park usage. Commission members felt that the problems should be resolved by providing suitable park facilities for Dover Hill residents south of Medicine Lake Road, possibly through a review of the Dover Hill PUD agree— ment. It was felt that we should try again to discuss this with a Dover Hill representative and communicate our continuing efforts to the New Hope Commission. Budget report — Mr. Brenna presented a review of 1979 budget changes. Scott Soltow presented a report on Brookview Golf operations for 1978, and plans for next year. Discussion covered par 3 golf course construction, fees, and revenues, budget recap, 1978 total projected golf course income (including $11,000 federal flood damage funds) $325,000 operating costs, $315,000 page two (including $17,000 toward revenue bond) $30,000 for community center) budgeted items for next year, increased use of retired seniors next year rather than high school and college students. Chairman's Report Mr. Brown reported on the October 9th special meeting at Wesley regard— ing Little League field problem, and his presentation to the Council on October 16th. Little League will use Valley Field until a permanent field can be established. Director's report Mr. Brenna explained that the City Manager and Engineer have advised that the sidewalk plowing program needs help. If the Park and Recreation takes over this responsibility, we may have to give up some skating rinks in neighborhood parks. Jaffe moved, Riley seconded, adjournment. Chairman Brown Vice Chairman Jaffe
