GOLDEN VALLEY PARK AND RECREATION COMMISSION
November 27, 1978
Minutes for the October 30, 1978, were approved as corrected. Members
present: Brown, Jaffe, King, Petersen, and Riley. John Brenna, the
Director of Parks and Recreation in Golden Valley was also present.
DOVER HILLS: ACTIVE RECREATION AREA POSSIBILITY
John Ward, Manager of Dover Hill, was at the meeting to discuss a possible
need for a large recreation area (field for large muscle games) for use
by the children whose families live at Dover Hill. Also discussed was
communication from the New Hope Park and Recreation Commission regarding
their feelings about children from Dover Hill participation at Terra Linda
Park, which is across Medicine Lake Road from Dover Hill. Mr. Ward
presented the demographic study of the housing complex, and Commission
members gave their feelings about whether or not there is a need for such
an area and who would be paying for it. It was decided that perhaps it
is not necessary or feasible to ask Dover Hill to develop such as area,
but instead that Dover Hill should participate in discussion with New Hope.
Therefore, the Commission members asked Chairman Brown to write a letter to
the New Hope Park and Recreation Commission and suggest that they invite
Mr. Ward to meet with them to discuss whatever problems there are in having
Dover Hill children at Terra Linda Park. Mr. Ward's thoughts were that
none of the younger children were going across the road to Terra Linda Park
and therefore, there is some question about what problems there are, if
any, involving Golden Valley children in the New Hope park. It was also
the concensus that Dover Hill residents should be encouraged to participate
in Golden Valley park activities. Mr. Ward's attitude was of cooperation
with Golden Valley and New Hope.
CARL VOGT: ENVIRONMENTALIST
Mr. Vogt, who is currently involved in open space planning for Golden
Valley, discussed his plan and activities as a consultant to the Golden
Valley Council. He explained that he is currently doing an inventory of
open space in the areas in Golden Valley, and is looking for unique features
and vegetation types. He will make recommendations, due April 1, 1979,
concerning what areas can exist compatably with use appreciation
opportunities by residents and those that should not be intruded upon by
residents. Mr. Vogt suggested that the Park and Recreation Commission
and the Open Space Commission should meet jointly when he gives his report.
Regarding the above, and a letter from Mayor Hoover asking for our
Commission's opinion regarding decision—making for Golden Valley's open
spaces, Jaffe moved and Riley seconded that we, as Park and Recreation
Commission members, strongly support the hiring of Carl Vogt by the City
of Golden Valley as an environmentalist and that we will behappy to join
with the Open Space Commission in working with Mr. Vogt on a joint project.
The motion was unanimously approved. Chairman Brown was asked to send a
letter to the Mayor and Council members in which he will trace the history
of the Park and Recreation Commission's interest in the preservation of
open space and its present committment, and a suggestion that Park and

Recreation Commission members have joint involvement of open space
and recreation interests in the future, whether by consolidation or
continuing cooperative involvement between the two commissions.
CHAIRMAN'S REPORT
On December 4th, the Council will be discussing the Park and Recreation
Commission's Recreation Report.
DIRECTOR'S REPORT
John Brenna reviewed possible uses of the Golden Valley Middle School
as a community/senior citizen center for Golden Valley. He presented
a layout of the building with suggested uses.
