GOLDEN VALLEY PARK AND RECREATION COMMISSION
March 26, 1979
A regular meeting of the Golden Valley Park and Recreation Commission
was held on Monday, March 26, 1979, in John Brenna's office at
Brookview Community Center.
Attending were Chairman Brown and members King and Petersen. Mr.
Brenna and David Latvaaho also attended.
The minutes of the February 26, 1979 rpeeting were approved as
printed.
OLD BUSINESS
A needs assessment for recreational needs was discussed again, and
members specifically looked at a form used by Columiba Heights in a
recreational needs survey it conducted. The factors that determine
recreational programming are these: personnel, dollars, facilities,
and needs/popularity. Commission members are still not sure about
the format to use and the kind of results to work for when drawing up
a survey for needs assessment. A decision on this issue was post—
poned until the April meeting.
NEW BUSINESS
Recreation programming for the summer program was discussed, and Mr.
Latvaaho went into the specifics of the programming he and other staff
members have planned. Such specifics included the plan to run the
pool hours straight through from 1 to p .m., with no break at supper—
time; the ball programs such a T ball, sandlot, girl's softball, and
soccer, as well as men's and women's softball programs, and the Pitch,
Hit and Run Contest on May 26.
Members and staff discussed user fees vs. taxes to pay for recreation
programs. Fee changes and the over all fee structure are things that
members will discuss with staff at a future meeting.
In view of other items discussed at former meetings about the needs
of children residing at Dover Hill and near the Wildwood Park area
commission members will discuss those park programs specifically at
the next meeting.
Commission members also decided to discuss the fall program at the
June meeting, when fees for all programs, etc., can be handled before
specifics are planned by the staff for fall.
CHAIRMAN'S REPORT
Burt Brown reported that the Council had approved the golf course
fees and charges that the Commission submitted to them recently.

DIRECTORS REPORT
1. Mr. Brenna asked for input on putting a city trail along Laureal
Avenue through to Turners Crossroads — in connection with an apartment
complex being proposed for Laurel and Turners Crossroads. Petersen moved
and King seconded the motion that the Park and Recreation Commission
recommend to the City Council that the trail be constructed on the north
side of Laurel Avenue easterly from the MN & S Railroad tracks to Turners
Crossroad, as an addition to our trail system, and that the Commission
request an 8 foot trail easement within the 70' open space area location
of which is to be established by the Engineering Department and the
Recreation staff. The motion was approved.
2. Construction of the Mary Hills Park will begin this spring, and members
were given a drawn plan of the area.
3. Community Center proposal for the Middle School was discussed again with
the following dates given for meetings regarding the plan: Open House on
April 7th and 8th, public meetings on April 10th and 17th, and a public
hearing on April 18th with the Council.
