OPEN SPACE AND RECREATION COMMISSION
October 8, 1979
Members Present: Burt Brown, Diane Asproth, Charles Burmeister, Rhoda
Jaffe, Emilie Johnson, Dick Lyons, Ray Petersen,

The meeting was called to order by Chairman Brown.
STAFF PRESENTATION
Mr. John Brenna introduced David Latvaaho, who reported on the recreation
staff's priorities for the proposed aDmmunity center. He separated
revenue producing facilities from non—revenue producing facilities. The
revenue producing facilities identified were racquet ball courts and the
swimming pool; the non revenue facilities included gym, cafetorium, meet—
ing rooms and senior areas, multi—use rooms, mechanical rooms, storage
rooms, and office space. Latvaaho stated that the gym was a priority be—
cause it is too difficult to secure gyms from the community education people
in Robbinsdale, and if they are to be used on the weekends a few if
required. Also the rental cost of cafeterias is extremely high. Charles
Burmeister asked the number of multi—use rooms that would be needed and the
number of collapsible walls. It was pointed out that there would be some
groups that would need permanent storage space. Barbara Bailey discussed
the senior citizen needs. Charles Burmeister asked if the building would
be big enough to serve the senior citizen needs five years from now.
Bailey responded probably not if tends in other communities preduct what
will occur in Golden Valley. The question of solar heat arose, and Mr.
Brenna pointed out that solar heat could be used for the swimming pool,
if one were built, and the shower, but that the technology is not quite
advanced to the point where it is economically feasible to heat the total
community center at this time. Ray Petersen felt that there was an agree—
ment among the committee that the facilities described by David were all
priorities, and that it was time to discuss the racquet ball courts. He
wanted to know if there was space available for the racquet ball courts,
if parking would be available. The answers to his last two questions were
affirmantive. Brown felt that an agreenement did not exist and furthr
discussion ensued. Brown felt that the basic minimum facilities for the
community center were identified by Latvaaho. He then asked people to
identify "extras". The following "extras" were mentioned. Track,
health club, stage, library, special lighting for the art rooms, dance
studios, babysitting, indoor pool, indoor archery/rifle range, ability to
add a gym, bigno room and amusement room.
PRIORITIES ESTABLISHED
Chairman Brown advanced a procedure to establish priorities for the
community center. He identified three criteria/dimensions to be con—
sidered.
1. the supply demand of appropriate activities
2. revenue producing versus expense
Chairman Brown then asked each member to rate each suggestion on a scale
of 1 to 5 to determine priorities.

Discussion then developed about cuts. Diane Asproth felt that her evaluation of
the various parts of the facilities might change if one area could be made
smaller to save another. Burt Brown felt that the Commission should not
indicate cuts until the Council asked. It was decided that the pool situation
would be discussed further at the next meeting, scheduled for October 22nd. At
this meeting, Mr. Brenna would supply more information regarding the pros and cons
of indoor vs. outdoor pool.
The next meeting is scheduled for October 22nd. 1979.
