Minutes of meeting of June 23, 1980.
A regular meeting of the Golden Valley Open Space and Recreation Commission
was held on June 23, 1980, at 7:30 p.m., at Brookview Community Center.
Chairperson Jaffe presided and the following members were present: Asproth,
Burmeister, Fuller, Johnson, Lyons, Micks, and Petersen. Members absent,
Benson. Also present were John Brenna and Charles Corlett.
MINUTES
The minutes of the May 19th meeting were approved with the following
corrections: The second sentence in paragraph "Proposed Community Center
Income Projection" is to be deleted. In the second sentence of paragraph
beginning "Brookview remodelling figures" the word "only" is to be deleted.
In the Director's report, the word "street" in the first sentence should be
changed to "bridge"
ENVIRONMENTAL COLLABORATIVE REPORT
The City Council gave the Commission further instructions regarding the
Collaborative Report. Rather than accept the report they would like comments
on the whole report to know whether the Commission concurs with all items; to
know the relative importance of the Report to the whole Commission program,
and to have a priority list of the recommendations. The information is to
be back to the Council in early September.

PROCEDURE FOR NAMING PARKS
A recommendation for the procedure for naming parks was postponed until the
July meeting and will be submitted by the Open Spaces Sub Committee.
NON—INTOXICATING MALT LIQUOR IN PARKS
The Council requested the Commission make a recommendation complete with
criteria to be used in responding to any further requests for non intoxicating
malt liquor at tournament functions in City parks. A discussion followed.
The reasons for approving future requests seem to be that beer and tourna—
ments are traditional, and are a fund raiser for the sponsor. The negative
points were the potential problems of traffic, litter, rowdiness, and legal
responsibility. The Commission was disturbed that this first trial was
done without Commission consideration. A motion was made by Asproth and
seconded by Petersen that the Commission recommend to the Council not to
approve any further sale or dispensing of non intoxicating malt liquor in

Golden Valley Parks until such time as the Commission will recommend
restrictive guidelines. Motion was approved unanimously. The Open Spaces
Sub Committee will submit guidelines for consideration to the Commission.
Mr. Brenna reported that the Gettleman—Neslund trail and bridge have been
approved with the staff doing the construction. An update on the General
Mills property at #55 and 18 was given along with some general plans and
proposals for its usage. The General Mills trail has had the figure 8
completed. The Medly Hills extension of the trail system has been completed.
The next regular meeting will be on July 28, 1980, at 7:30 p.m.
