OPEN SPACE AND RECREATION COMMISSION
July 28, 1980
A regular meeting of the Golden Valley Open Space and Recreation Commission was
held on July 28, 1980, at 7:30 p.m. at the Brookvidw Community Center. Chair—
person Jaffe presided and the following members were present: Asproth, Benson,
Burmeister, Fuller, Johnson, and Micks. Members absent: Petersen and Lyons.
Also present were John Brenna and Charles Corlett.
The minutes of the June 23, 1980 meeting were approved with the following
correction: Page 2, line 2, should read "Recreation Subcommittee will submit
guidelines for consideration to the Commission".
RECREATION SUB COMMITTEE REPORT — LIQUOR IN THE PARKS
Guidelines for softball tournaments were read by Johnson. The following guide—
lines were discussed:
1. Tournament flyers must state clearly: no alcoholic beverages including
malt may be consumed in Golden Valley Park facilities.
2. Each tournament may be required to provide supplemental santiary units
to be located at the south end of the park.
3. All tournaments operated in Golden Valley should notify the Public Safety
Department to secure additional patrolling deemed necessary by the Director
of Public Safety and the Park and Recreation Department.
4. In the event a tournament is authorized to dispense alcoholic beverages,
the tournament director must display to the Park and Recreation Director
proof of all necessary insurances.
Discussion concensus was that it should be stressed that the Open Space and
Recreation Commission does not approve liquor being consumed at our city parks,
and that city parks should not have no beer tournaments. Chairman Jaffe
stated that the City Council, however, wants guidelines for running a beer
softball tournament.
Johnson moved that "In the event the city should choose to allow the sale
or consumption of non intoxicating malt liquor, the Open Space and Recreation
Commission makes the following recommendations:
1. Each tournament will be required to provide additional sanitary facilities
on determination by the Park and Recreation staff.
2. Each tournament must display to the Park and Recreation Director proof
of dram shop insurance as well as liability insurance for duration of said
tournament, or the extension thereof.
3. Each tournament will be required to have a minumum of one uniformed
police officer on the premises for the duration of the tournament until
the park has been vacated.
Motion seconded by Asproth and passed unanimously.

ENVIRONMENTAL COLLABORATIVE REPORT
Asproth read the report of the Park and Open Space Subcommittee on recommen-
dations for changes and additions to the Environmental Collaborative's
"Guidelines for Development". Further changes to their report were:
1. Page 3. - To control should be underlined because it was to change
from "to attempt to control" negative forces. . .
2. Parcel A (East) Page 5 (Map p.6) add "agree that possible realign
ment of the creekside trail to higher ground or the main trail to
accomodate creek viewing."
3. Page 5 — Mary Hills recommendation - to read P.7 Mary Hills . . .
4. Page 9 Parcel D to read "Briarwood Wildlife & Bird Sanctuary"
5. Page 15 - Delete 3rd line "also"
6. Page 20,1ine 3 - South Cortlawn - Recommendations to read "connection
from Edgewood to east - west trail (Florida deleted because of
traffic from Burger King, etc., could pose problems for trail
cleanliness.
7. Page 20 - North Tyrol Park Recommendations - add "Consideration should
be given to researching the problems of "eutrophy" of Strawberry Pond.
Report accepted and praise was given to the work of the subcommittee.

STEPS FOR PROCEEDING WITH THE COMMUNITY CENTER
Motion by Burmeister to "recommend that the staff prepare final plan with
architect to present to the Open Space and Recreation Commission for a
combination indoor/outdoor pool by the next meeting. Indoor/outdoor pool
defined as having at least one side that opens as well as a roof that opens.
Lyons seconded. Passed unanimously.
COUNCIL CHANGES TO COMMISSION'S WORK PLAN
It was pointed out that the budget function of the Open Space and Recreation
Commission was omitted by the Council. Chairperson Jaffe will make inquiry
on this omission. Johnson moved to table approval of work plan until we get
outcome of budget discussion with City Council. Seconded by Benson.
Passed unanimously.

The pool attendance was down in 1980, but showed an increase in revenue over
the year 1978. The family pass was increased $2.00 and the individual
daily pass was up 25� for children and 50C for adults.
Number of persons passing through gates on family passes, not the number
of passes sold.
PAR 3 GOLF COURSE
There has been increased usage of Par 3 up from 17,219 in 1979 to 25,012 in
1980.
It was also noted that the Police Association went smoothly and all litter
had been cleaned up.

There being no further business, the motion was made by Benson to adjourn.
