September 8, 1980
A regular meeting of the Open Space and Recreation Commission was held on
September 8, 1980, at 7:30 p.m. at the Brookview Community Center. Chairperson
Jaffe presided and the following members were present: Asproth, Benson,
Burmeister, Fuller, Johnson, Lyons and Petersen; members absent: Micks. Also
present were John Brenna, Charles Corlett, and Robert Van Hoe, representing
McEnary, Krafft, Birch and Kilgore, Inc., architects.
MINUTES
The minutes of the July 28, 1980 meeting were approved with the following
corrections: Attendance included Richard Lyons. To clarify Open Space Sub—
committee report, instead of "further changes to their report were: revise to
"additional changes to the preliminary report stating changes were: ". . .
COMMUNITY CENTER
Chairperson Jaffe met with Mayor Thorsen to discuss Council support and cooper—
ation before community center public presentation. The concensus of the
Commission is that we have adequately fulfilled the original charge from the
Council which stated ". . . whereas the Council sees the need for a community
center . . ."and that we are now in fact going forth with architectural design
and commitment. The commission members individually did not assess the need, but
in fact acted in only a positive way toward achieving a definition of what a
community center would include and mean to the community. The basic feeling of
the commission is that it would like demonstrated support and encouragement from
the council. We hope to have total cooperation with the council. We will proceed
with the progression adopted by the council July 7, 1980.
SOFTBALL TOURNAMENTS — POLICY. NON INTOXICATING MALT LIQUOR IN PARKS
Direction to Charles Corlett — add specifically to tournament regulations concern—
ing selling or consuming intoxicating or non intoxicating malt liquors:
1. Requirement for additional sanitary facilities (as stated in the minutes
of the July 28th meeting).
2. Dram Shop insurance (as stated)
3. Police Officer (as stated)
ARCHITECT'S REPORT — COMMUNITY CENTER
Construction costs — spring 1981.
Building including 4 racquet ball courts, gym with running track, pool structure
with sliding roof and cabana; 39,300 square feet, $2,161,500; pool— concrete deck,
tile pool, 2 spring boards and slide, ladders, electric lift for handicapped—
$225,000; parking lot and drives, $60,000. Estimated cost — $294469500;
Contingency fund, $220,000; for a total budgeted cost of $2,666,500. The facility
described by Mr. Van Hoe is basically constructed underground and is designed for
maximum energy efficiency using solar heat as well as heat pumps using warm under—
ground air surrounding the swimming pool, therefore recycling heat. The roof over

the pool would consist of fiberglass panels, being more efficient than glass.
Approximately 1/3 of the roof would open and one half of the outside wall would be
opened during the summer months. Mr. Van Hoe suggested that a tile pool would
have a 25 year life vs. 10 years for plaster. The tile also has less yearly
maintenance. It was noted that somewhat less square footage was appropriated to
meeting rooms, and this was due to revised hallway structure which could still be
altered. It was stressed that construction costs are continually increasing and
could jump another 7 — 10% by fall of 1981. (The Contingency Fund could cover
some of this increase.) Lyons moved that the Commission approve the plan dated
9/8/80. Burmeister seconded and the motion was approved unanimously.
PROCEEDING WITH COMMUNITY CENTER
A financing plan has been determined and is included in Community Center Report
authored by G. Burton Brown, dated March 3, 1980. Petersen moved that the
Commission recommend $1,500 be appropriated to cover presentation costs until the
bond election. Burmeister seconded and passed unanimously. It is recommended
that all commission members attend the first presentation with the League of
Women Voters scheduled to be held on September 17, 1980, at Brookview Community
Center. It should be noted that the community center be titled Golden Valley
Community Center, not Senior Community Center, as written on the Steps for
Proceeding, adopted July 7th.
OPEN SPACE SUBCOMMITTEE
The subcommittee presented its report stating the importance of the Environmental
Collaborative's Guidelines for Development, and its revision of Appendix I. One
additional change was made: Add to Lease and use, A. Parcel #14 Sweeney Lake
Peninsula. Petersen moved to accept the report, seconded by Benson and passed
unanimously.
VALLEY SQUARE COMMISSION REPORT
Lyons elaborated on the report and the following consideration were discussed.
1. The trail along Bassetts Creek ends at Wisconin due to parking lots for
industry on north side. Perhaps the trail could be continued along the
south side east of Wisconsin.
2. Consideration should be given to the long term residents and business
owners whan changes are suggested.
3. A possible park area could be located on designated area H.
4. The Valley Square Project should include at least 10% green space.
BUDGET
The Commission feels that the suggested budget survey by the council will not
adequately indicate the needs of the department and will not be effective in
the commission evaluating the budget. Many Open Space and Recreation programs
were not recognized on the survey which do include an important segment of the
the Park and Recreation Department.

SKATING RINKS
A letter was received by Chairperson Jaffe from Mary Mitchell. Ms. Mitchell
!ould like the skating pond which did exist at Zenith and Vista Drive to be
reopened. It was recommended that the department contact Mrs. Mitchell to
discuss this request. Due to budget reductions, rink establishment and
maintenance has been minimized.
DIRECTOR'S REPORT
The Minneapolis Park Board has requested one member of the Open Space and
Recreation Commission to participate on a sub committee working on the upgrading
of Theodore Wirth Park. Chuck Burmeister volunteered.
Due to wet conditions, the golf course overlay program will be postponed until
next spring. Until then, other preparations will be made such as culvert
installations to connect ponds.
EUTROFICATION
Benson displayed evidence of the word "eutrofication" as used in context in
the August issue of National Geographic.
