9-29-1980n IJ REGULAR MEETING OPEN SPACE AND RECREATION COMMISSION September 299 1980 A regular meeting of the Open Space and Recreation Commission was held on September 29, 19809 at 7:30 p.m., at the Brookview Community Center. Chairperson Jaffe presided and the following members were present: Asproth, Benson, Fuller, Johnson, and Petersen; members absent: Burmeister, Lyons, and Micks. Also present were John Brenna, Charles Corlett, and John Hoffman and Nancy DeWinter, representing the Golden Valley Hockey Association. MINUTES The minutes of the regular meeting of September 8, 1980, were approved as written. OPEN SPACE SUB COMMITTEE The Sub Committee presented a draft copy of the Guidelines for Development, September 1980. The Sub Committee stated that with monies budgeted by the City Council for open space acquisition that the Valle d'Or property be given number one priority, inasmuch as the City already owns the Ewald Donation property. The second priority with remaining funds should be designated for general clean up of existing open space areas, and the step by step improvements as depicted in the plan. Petersen moved to accept the recommendation, seconded by Johnson, and passed unanimously. Chair— person Jaffe commended the Sub Committee on a job well done. GOLDEN VALLEY HOCKEY ASSOCIATION Mr. Hoffman and Ms. DeWinter presented the Commission with plans and needs of the Golden Valley Hockey Association for the 1981-1982 season. The subsidy by the City is being reduced from $3150 to $2200 as currently submitted to the City Manager. The fourteen member Golden Valley Hockey Association Board feels that this cut would not allow them to maintain the program in the tradition they have run the program. The program has maintained the number of participants over the last three years. The Association runs both the Travel and House (Gold) programs with the majority of revenue coming from an Invitional Tournament run by and for the Travel league teams. The total budget is around $15,000. This year, the Association eliminated the $12 fee for seven and 8 year olds and -the $20 fee for 9 and 10 year olds. This fee was eliminated as an experiment to see if no fee would increase the number of participants. The Golden Valley Hockey Association also will subsidize the cost of the program for any youngster who cannot afford the cost. The loss of $950 subsidy in 1981-82 would most likely not allow indoor ice time for the "Gold" Program. The Commission thanked President Hoffman and Treasurer DeWinter for pre— senting the plans and needs of the Golden Valley Hockey Association. No action was taken by the Commission for lack of a motion. Minutes Page two SUMMER REPORT — PLAYGROUNDS, POOL, YOUTH ATHLETIC AND TENNIS Chairperson Jaffe, speaking for the Commission, thanked each supervisor for the fine reports as they are greatly appreciated. The playground report was given special mention for giving particular pro's and con's. Charles Corlett stated there was growth in participation in tennis, play— grounds, and youth athletic programs. Petersen questioned the attendance figures on page 3 of the playground report. Corlett explained that user meant the total of the daily count of participants. The potential was the demographic number in the area of the park. COMMUNITY CENTER PRESENTATIONS John Brenna feels that the time organizations are allowing him to present the community center proposal is inadequate. He feels that the three quadrant meetings will be the major thrust of the informational proceedings. The City Council hopes to have the public hearing on Tuesday, November 25th. BALL DIAMONDS ON BRECK PROPERTY Breck has asked for a one year moratorium on use of the ball diamonds on their property. In 1981, this would require using Scheid and Wesley Parks for Babe Ruth and Gearty Park for Little League. The Council will review useage of General Mills property at their meeting on November 9th. Tennis court useage at Breck will be continued as in the past. ADJOURNMENT There being no further business, the meeting was adjourned at 9:46 p.m. j Chairman Vice Chairman
