OPEN SPACE AND RECREATION COMMISSION
October 27, 1980
A regular meeting of the Open Space and Recreation Commission was held on
October 27, 1980, at 7:30 p.m., at the Brookview Community Center. Chair—
person Jaffe presided, and the following members were present: Asproth,
Benson, Fuller, Johnson, Micks and Petersen; members absent: Burmeister
and Lyons. Also present were John Brenna and Diane Wade, an interested
citizen in open space.
MINUTES
The minutes of the September 29,19809 meeting were approved as written.
OPEN SPACE
Chairperson Jaffe presented a letter received from Mayor Thorsen dated
October 27, 1980, advising that the Council agreed with the Commission's
recommendation that the South Tyrol Hills skating rink be re—opened for the
1980-81 season.
It was also reported by Petersen that negotiations to acquire the Valle d'Or
parcel have been concluded, and that the Council had passed a motion author—
izing its purchase. The thirteen (13) acre parcel was purchased for
$67,115.75. The Council noted to receive the Guidelines for Development
and refer it to the Planning Commission for review. The Valle d'Or
property is designated "City owned public land" utilized for parking, parks,
drainage, and ponding.
It was moved by Petersen and seconded by Asproth that the Commission
recommends to the Council that the recently purchased Valle d"Or property be
managed as an open space area. Motion carried.
The Council has requested specific guidelines for the suggested 3 year period
concerning open space management, including work plan and budget.
Chairperson Jaffe reiterated her appreciation of the work undertaken on the
Guidelines for Development to the Open Space SubCorrmittee.
LAUREL AVENUE PONDING
John Brenna presented the architectural plan for plantings to be used along
the Corridor through Rings Colonial property. Approximately 68 trees and
114 shrubs are to be planted. Representatives of the neighborhood have
been informed. The Guidelines for Development plan for planting of
this corridor were refined by Bob Close, Landscape Architect.
COMMUNITY CENTER
The public meeting held at Sandburg Junior High School on October 22, 1980,
was discussed. A member of the Human Rights Commission could not attend, and
the human services presentation was made by Charles Corlett. (Additional
meeting will be held on October 28th at Noble School, and on November 12th,
at Brookview Community Center.)
Questionnaires completed during small discussions were evaluated. Some of
the concerns and suggestions expressed by residents and discussed by the
Commission were: schools could service residents as well, needs of the
handicapped, sitter service, vandalism to the pool roof, cost to taxpayers
and users, congregate dining and energy efficiency. No specific conclusions
were made at this time. Discussion was also made on the financing of the
community center.
DIRECTOR'S REPORT
Mr. Brenna reported that he has been attending short noon hour meetings with
various organizations to introduce the concept of the new community center
and to urge them to attend one of the area meetings. On November 17th, the
Commission will report to the Council, and on November 25th a public hearing
will be •held at Brookview Community Center. A brochure advising the
residents of the public hearing will be sent out approximately one week
prior to the public hearing.
A MRPA sport clinic is being held on November 22, 1980, and brochures about
this event were handed out.
The condition of the golf course is excellent. More will be discussed at
the November 24th meeting.
