REGULAR MEETING
January 26, 1981
A regular meeting of the Open Space and Recreation Commission was held on
January 26, 1981, at 7:30 p.m. at Brookview Community Center. Chairperson
Jaffe presided, and the following members were present: Asproth, Benson,
Burmeister, Fuller, Johnson, Lyons, Micks; absent, Petersen. Also present
were John L. Brenna, Charles Corlett, Scott Soltow, Joanne Kosciolek,
program supervisor. In addition, Mark Reinerdson, architect representing
the Bassett Creek—Duluth Street building project and a number of citizens
interested in the placement of Babe Ruth and Little League teams, including
the presidents of both leagues, Mayer Tapper and David Latvaaho, respectively
were in attendance.
MINUTES
The minutes of the special meeting of December 8, 1980, were approved with
the following clarification: The information concerning the stage area in
the proposed community room was only to clarify the floor plan indicating a
stage placement and was not necessarily a major issue during community
presentations.
LITTLE LEAGUE/BABE RUTH PLACEMENT
After both Mr. Tapper and Mr. Latvaaho presented their information indicating
the extreme necessity and urgency of placement of the Babe Ruth and Little
League, the commission agreed with the proposal that Lions Club Park be
renovated.
The following motion was made by Micks and seconded by Johnson: The
Commission recommends to the Council that beginning with the 1982 season, Lions
Club Park be converted to provide 2 Babe Ruth and 2 Little League fields.
It is also recommended that for the 1981 season, Seeman Park be upgraded to
accomodate Little League.
Preceeding this motion, it was discussed that other parks such as Scheid and
Wesley were not suitable for these teams due to a variety of conditions, in—
cluding poor soil conditions, inadequate parking, not meeting tournament
stipulations, and the lack of a concession building. A petition has been
written and is being circulated throughout the Lions Club Park area to secure
endorsement of the recommendation. Ted Gemlich, 120 Kentucky Avenue North,
indicated a very positive response to the petition thus far.
PROGRAM SUPERVISOR
Joanne Kosciolek was introduced and welcomed by the Commission as the new
part time program supervisor with the Park and Recreation Department.
BASSETT CREEK TRAILWAY EASEMENT
Mr. Mark Reinerdon requested that the Commission reconsider their original

recommendation for a trail easement on his property. Mr. Reinerdson suggested
that a much smaller portion of land would be adequate to establish a trail
system through the property and that the property adjacent to the creek was
most valuable and legally belonged to the contractor.
John Brenna maintained that in order to provide and maintain a safe and
permanent trail the original recommendation should stand. Burmeister made the
following motion: The Commission recommends that the original easement
proposal be acquired to prepare and maintain a path along Bassett Creek. John—
son seconded. Micks abstained, Benson, Burmeister, Johnson, yes, Asproth,
Fuller, Lyons, no, Jaffe yes. Motion carried.
It was agreed that the condition of the property be maintained as a natural area
by all Commission members.
THREE YEAR DEVELOPMENT PLAN
This topic will be discussed during the February meeting in order to have
comments for the Council at the March 3rd meeting.
TENNIS COURTS — BRECK SCHOOL
In order to comply with the State Planning Agency's rules for administering
. . . Recreation Grants, Micks moved to recommend to the Council that the lights
on the Breck tennis courts be moved to the Brookview Tennis Courts. Johnson
seconded, motion passed unanimously.
GENERAL MILLS ATHLETIC COMPLEX
It was noted that this possibility no longer is negotiable. The Commission
hopes that in the future, precedent be set for better communication between
City Commissions and the Council.
LAUREL AVENUE GREENBELT
The City Council has requested a recommendation be made by the Open Space and
Recreation Commission concerning the method of water drainage from the South
Courtlawn 17 acre parcel east to tie Gettleman property.
Lyons moved to recommend that a buried pipe with no ditch be installed on the
43' plot of land south of the Rozman property and east to the Gettlemen
property. Benson seconded, passed unanimously.
In addition, Asproth moved to recommend to the Council that this method of
drainage, buried pipe, allows space availability in order that proper and
adequate planting can be provided as well as maintained to screen residents
from viewing Laurel Avenue and the commercial property on the south side of
Laurel Avenue. Micks seconded, passed unanimously.
1981 FEES AND CHARGES BROOKVIEW POOL
In order to keep up with rising costs and salary increases of personnel, the
following motion was made by Johnson: The Commission recommends to the
Council that the fees for the Dool passes be increased as follows: family
from $le to *21, and tndivlduai from $9 to $11. The Commission also recommends

that the fees for the community center use by non residents be increased $25
to $325. Lyons seconded and motion passed unanimously.
BROOKVIEW SHELTER POLICY
We are pleased to note that the Brookview shelter area is well used. This
usage, however, has created a problem for the park maintenance crews to
adequately maintain and clean the picnic site. Therefore, in order to provide
persons using this area with such standards as mentioned, Burmeister moved to
recommend to the Council that the ''Shelter Use Policy'' be adopted as stated
in the memo dated January 20, 1981, as recommended by the Park and Recreation
staff. It is also recommended that a visible and protected sign be posted to
note reservations in order to inform other parties that might otherwise the
facility. Micks seconded, passed unanimously.
FEES AND CHARGES — BROOKVIEW GOLF COURSE
In order to provide necessary salary increases, the following recommendation
was made by Micks and seconded by Johnson: The Commission recommends to the
Council that the following increases be made: The resident car increased
from $5 to $10; the resident locker fee increased from $7.50 to $10, and the
handicap fee increase from $6 to $10. Passed unanimously. A further expla—
nation is contained in the memo from the Golf Operation dated January 19, 1981,
subject ''Fees and Charges'' In addition, the Commission recommends to the
Council that the Junior and Senior golf days be combined to both groups playing
on Wednesday mornings. Moved by Micks and seconded by Burmeister. Micks
also moved to recommend the women golfers from the golf assoiation play on
two separate days; 18 hole group to play on Tuesday mornings, 9 hole group to
play on Thursday mornings as stated in the memo dated January 19, 1981 from
the Golf Operation Manager, subject "Changing of Junior and Senior Golf Day
Additional Ladies Day.'' Seconded by Burmeister, passed unanimously.
DUTCH ELM PROGRAM
The Commission recommends to the Council that the City adopt the recommendation
from the Park and Recreation Department concerning the 1980 rebate to the
residents for removal of diseased trees.
LONG RANGE IMPROVEMENTS
Mr. Brenna stated the intention of the Rotary Club to construct an
addtional shelter on Brookview Property.
ADJOURNMENT
Motion to adjourn was made by Micks and seconded by Johnson. There being no
further business, meeting was adjourned at 11:40 p.m.
