4-20-1981REGULAR MEETING OPEN SPACE AND RECREATION COMMISSION April 20, 1981 A regular meeting of the Golden Valley Open Space and Recreation Commission was held on April 20, 1981, at 7:30 p.m. at the Brookview Community Center. The meeting was called to order by Chairperson Jaffe, and the following members were present: Benson, Burmeister, Fuller, Johnson, Lyons, Micks, Petersen, and Scanlon. Department staff present were Brenna and Corlett. Also present were Mayer Tapper, Norm Dilley, Rosemary Thorsen, Ray Stockman, Gary Edelsto, Lloyd Tubman, James Tubman, Jim Haglund, David Latvaaho, Ilo Leppik, Denny Asplund, Peter Leppik, Carol Halper, and Saul Yaari. MINUTES The minutes of the March 23, 1981, meeting were reviewed. A correction was made on page 2. Election of Officers, paragraph 4, sentence to read, "Motion was mady by .legfe Lyons, seconded by . . . . ." Minutes were approved as amended. LIONS PARK — LITTLE LEAGUE BASEBALL DIAMONDS Micks moved that "We hold a public hearing regarding Babe Ruth and Little League moving to Lions Park so that the neighbors be apprised of changes to take place and so that the community can give input . ." Scanlon seconded. Commission discussion: "We should come to a public hearing with a compromise plan that we can show the neighbors". Comments from Lions Park neighbors: — We (the neighbors) knew nothing of the proposed changes. The first we heard of the changes was in the Minneapolis Star community section. — All neighbors that Tubman spoke to adjacent to the park were opposed to cyclone fencing because it would change the character of the park. — An expenditure of this magnitude should have citizen input. — Lions Park's best asset is for its soccer field. — Open Space and Recreation Commission should go to the neighbors with a definite proposal (some agreed compromise with the parties involved). Commission comment — it is obvious from hearing the neighbors' comments that they are hearing different things and are lacking adequate information. Motion passed unanimously. Lyons moved that in order for a good compromise plan to be presented to the Lions Park neighborhood. it is important for a committee to include neighbors of Lions Park as well as Little League, Babe Ruth, and Open Space and Recreation Commission (Recreation Sub Committee). The commission unanimously agreed. LAUREL AVENUE TRAIL AND PLANTING Open Space Sub Committee will be asked to work with Bob Close and neighbors of the area. It was pointed out that there are only two members on the Open Space Sub Committee. Chairman Jaffe asked if members would like to change sub committees or become experts in their subjects. All other items of the agenda were covered with no action to be taken by the Open Space and Recreation Commission. An Inl IDUMrNT There being no further business, Lyons moved to adjourn the meeting at 10:52 P.M, Johnson seconded. The meeting was adjourned. The next meeting will be on May 18,1981.
