OPEN SPACE AND RECREATION COMMISSION
May 18, 1981
At 6:30 p.m., an informational meeting was held for neighbors of
the Laurel Avenue ponds regarding screening the industrial area and
providing more plantings on the east pond area. No promises were made
as to when or if the plantings would occur. Neighbors asked that Corlett
check into the escrow fund that Liberty Carton set aside for plantings.
The regular meeting was called to order by Chairperson Jaffe at
7:42 p.m. The following members were present: Benson, Curmeister,
Johnson, Lyons, Micks, Petersen, and Scanlon. Fuller was absent.
Department staff present were Corlett, Kosciolek, Glass and Bernow.
Also in attendance were Mayor Thorsen, Jeff Sweet and neighbors of Lions
Park.
Minutes
The minutes of the April 20, 19F1 meeting were approved as read.
Update - May 12th Public ?fearing
Chairperson Jaffe informed us that as a result of the public hearing
the City Council decided a committee will look at alternatives to Lions
Park for Little League and Babe Ruth. The committee will be composed
of representatives from the Open Space k Recreation Commission, Babe Ruth,
Little League, Lions Park neighbors and City Council. Emilie Johnson
and Richard Fuller will serve as representatives of the Open Space & Rec
Commission to this committee. The rest of the committee will be appointed
by the city council May 26th at the next council meeting.
New Businessc Orientation for :Manager/Council Form of Government
Mayor Thorsen and Jeff Sweet informed us: that the information
sent us regarding Plan B type government came from the League of Vinnesota
Cities Handbook in case we want more detailed information; and that
the council meeting agendas are available to the public the weekend
before a scheduled council meeting at the police dispatchers window.

The pool will be open June 3th - August 22nd. Mon - Thurs 1:00 - 8:30 p.m.
Fri - Sunday, 12:00 Noon - 8:30 p.m. Adult night will be Tuesday. Adult
lessons will be held those nights through July 28th. Preschooler and
school age children swim lessons will be held in the morning. If ,
Child is in other activities in the morning, Sandberg Jr. High and
North Jr. High (in Hopkins) will be offering lessons in the afternoon.

Lions Park Neighbors
Chairman Jaffe informed those present after they expressed their
views that the Open Space and Recreation Commission could not take
action regarding Lions Park and that a subcommittee will be looking at
alternatives to Lions Park.
G_alpin-Poppleton Report
Motion made by Lyons to recommend to the City Council that at the
time the city acquire's the property that no less than 101 be set aside
for open space as is required in PUD's, and that special consideration be
given to preserving creek and corridor. Seconded by `'icks.
Discussion: Favor loop up north side of creek with walking and bike
trail along both sides.
--Recommend that trail be continued alone the creek to
Winnetka.
__It is important that there be adequate public access to
"open" area.
Motion passed unanimously.
Golf Course Policies Proposed Changes Relative to:
a. Green Fees
Motion made by Benson to recommend green fees increase as specified
on May 18, 1981 memo from Recreation Supt. to Open Space and Rec.

Discussion: Concern with having an increase in mid season. We have
never done this before (Petersen).

Corlett stated Par 3 and grill charges are as high as you can pet them.
Also the balloon cost of bond issue for Par 3 is coming up. Ry law,

Discussion: Due to the fact that Brookview is on the boindaries of
almost three suburbs, maybe a fee of $75 is too high; maybe
$60 would be better for inter -community relations since
we can use the pool in Hopkins for swim lessons, etc. (Mic )
--The taxpayers should have a clear benefit (Petersen).
Motion passed.

C. Tee Time Reservations
Corlett proposed permanent golf times which could be reserved for the
entire golf season. The advantage to the course would be a small generation
of money ($1/wk/foursome) and sheets could then be printed showing the
permanent reserved times. The advantage to the individual is that they
will know when they will get to play for the season.
Motion made by Benson to recommend sale of tee time as proposed
on May 18, 1981 memo to Open Space and Rec Commission. Vicks seconded.
Discussion: Permanent golf time would exclude resident golfers who
don't play regularly. Because this practice was done before
does not make it a good policy to continue. (Johnson)
Yotion failed. Commission members felt they want to keep course as open
to the public as possible.
Adjournment
There being no further business. Lyons moved to adjourn. %licks
seconded. The meeting was adjourned at 12:04 a.m.
The next regular meeting date will be June 22nd at 7:30 p.,n.
