MINUTES OF MEETING OF JUNE 27„x,, 1983
The regular meeting was called to order at 7:30 p.m. at Brookview Community Center
by Chairman Burmeister. Commission members present were: Johnson, Kahlow,
McDonald,-Murad, Scanlon, Watson, and Younghans. Also present were Todd Christen-
son, Golf Manager; Charles Corlett, Program and Policy Superintendent; Maria
Gonyea, Substitute Secretary; Tom Klatt, Park Maintenance Superintendent, and Andy
Lindquist, Greens Superigtendont.
APPROVAL ,OF MINUTES
Kahlow moved the minutes of May 23, 1983, be approved as written. Murad seconded
and motion passed.
NEW BUSINESS
1. Va l l e„v, Saud ; Ugdafie
Commission; i ,,reviewing several plans.,..,: More specific details will be avail-
able when developers are determined. United and Shelard's prospectus,,would
have most impact on Bassett Creek if selected. Golden Valley Shopping"Center
prospectus will probably remain.the same except for face lift changes. Murad
asked about traffic control changes. Kahlow responded by stating that traffic
engfheers have been working on this and pointed a new access to Highway #55.
Housing and Development Authority has a program for busiOess relocation.
Burmeister thanked Kahlow for updating the Commission. "Jeff Sweet will attend
the September meeting to give the.Commission an update of the Valley Square
Project.
2. Park Dedication
Corlett informed Commission of pending staff review of City's park dedication
policies. He shared with the Commission preliminary thoughts of changes which
would include guidelines when parks should be dedicated. Corlett showed the
Carmission most recent PUD.(Planned Unit Development) to be requested within
City and indicated size,of PUD was one acre. 'He further stated that due to
the City's maturity, PUD's are generally very small in land size. Corlett
asked Commission to prepare their input for July meeting on Park Dedication
Ordinance. (See current ordinance or packet)
3. Golf Operation
The Commission expressed its gratitude to Todd Christenson for his excellent
job as Golf Manager. Christenson will bi pursuing a new job opportunity in
Arizona. Lindquist will assume position as Golf Director on August 1st.
Lindquist indicated that some changes will occur in restructuring, which wil vo.
Include a bookkeeper. He stated that the week of June 20-26 has been a very
good period and several categories were over projection. Todd handed out
rounds and revenue update.
The Commission adjourned for fifteen minutes to attend a Senior Citizen activity
which included reading of essays which Golden Valley sixth graders had written on
the topic of "My Grandparents". Burmeister reassembled Commission and called

meeting back to order.
Lindquist continued by informing Commission of improvements. He•specifically
talked about the removal of the 8th hole sand trap which has seemed to
eliminate wetness around that hole. He explained for the Commission the use
of temporary fences on fairways.
4. Comm ttee RgRort
Murad asked lightheartedly about the new pond inhabitants who seem to be
causing the traditiodal geese population some anxiety. Lindquist responded
that they are experimenting with fake swan decoys which seem to cause geese
to be leary of things floating in the water. Murad related the Brookview
Improvement Committee's regrets that Todd is leaving, and that while he was
here, he did a superb job of operating the course.
5. Chairman's Report
Burmeister reviewed the Council action concerning Laurel Avenue Greenbelt. He
further reviewed discussion with the Council and the resident's concerns that
the impact of sewer installation be minimized.
Orientation will be held on July 21st at 700 p.m. at Brookview Community
Center. Orientation will give members information about Commission charges,
representation, and history of Park and Recreation, and also will'allow for
new members to ask questions concerning park and recreation operation.
6. Oceartmont IIt,ems
Burmoister asked Klatt to discuss need to remove trees at Gearty Park. Klatt
displayed the current configuration at Gearty Park of general skating and
explained drainage problems at the site. He explained plans at the northern`
portion of the park to eliminate current water problems. He further explained
the impact the fill would have on five specific swamp willows, and how removal
will enhance the ability to establish a better configuration for freeskatingarea. He plans to install a minimum'of equal number of trees in -the park which
would meet City minimum specifications.
Burmeister asked for a motion regarding tree removal. McDonald moved that•the
proposed tree removal be done and that an equal number of trees_be planted
in the similar zone of removal. Seconded by Murad and carried unanimously.

Corlett reviewed for Commission the proposed Improvements to the community
center roof. Roof replacement should begin*.July 5th. Contract have been sent
to the Maertens—Brenny Company and a prompt return is expected. -
8. Tennis Courts s,

Corlett stated that repair and resurfacing will start 'July 5th. The contract
has been sent out to Intercontinental Sports, Inc. Repairs will begin at
Medley Hills PArk and Lions Club Park. The contractor will also proceed to
other sites after completion of Lions and Medly repairs.

9. Park Walkways
The staff is involved in working on specifications for this project.
10. Parking Lot Striping
The Engineering Department is currently working on these patterns.
11. Safety Netting — 2501 Florida Avenue
Corlett reviewed a •11ptter from Lowell Thompson, resident at 2501 Florida
Avenue. The letter asked for the solutfon of foul balls hitting the house
from Tapper Field at Sandburg Junior High. Corlett suggested the use of
netting and has looked into several possibilities of installing posts and
rigging to provide such a net. Murad asked for cost estimates. Corlett
stated no cost figured but stated that it should be under $10,000.00.
Commission stated a great deal of concern. Younghans suggested looking into
a batting cage if problem is with Babe Ruth practices. Commission and staff
felt that a cage may be better. Some discussion followed as to proximity
of cage, and Commission asked staff to look further into batting cage idea.

13, GInerel Re 2ationPrograms
YMCA -� the second week of the YMCA showed some improvement. Some `competition
as developed between working staff for both YMCA and Golden Valley. Full
report will come at the end of the operation.
Pool. — Corlett reviewed the effect the weather has had on pool attendance.
Poor weothrr •phis season has showed a decline in attendance thus far. _Scanlon
asked if this will be the last year.for the pool. Corlett responded that
preliminary report from TKDA indicated that pool would be repaired. However,
decision of future operation will not be made until final report. Burmeister
asked for time table of final report. TKDA was given thirty days to complete
study. Report should be ready for July 5th Council meeting. Burmeister'
asked if staff felt architectual reports would be conclusive if they were
continuously asking for input.' Corlett stated that a professional
architectal firm will present a report on an independent basis. Corlett
feels that the City will receive such a report.
ADJOURNMENT
Burmetster asked if there were any further) tams of business to discuss. There
being none, tho' meeting was adjourned at 900 p:m.
