GOLDEN VALLEY
OPEN SPACE AND RECREATION COMMISSION
November 25, 1985
The regular meeting was called to order by Vice Chair Johnson at 7:45
PM. Commission members present were Johnson, Fuglie, Watson, and
Murad. Also present were Rick Jacobson, Director of Parks and
Recreation, Sharyl Thompson, Commission Secretary, Don Harding,
President of the Northwest Hockey Association, Bill Halvorson from the
Golden Valley Lions Club, and Ed Mjos, President of the Golden Valley
Lions Club.
Although there was not a quorum, the meeting proceeded as follows:
Rick Jacobson explained that the Golden Valley Lions Club had donated
to the City of Golden Valley the sum of $5,000. A new patio was
installed at Brookview Community Center this fall, for which the Club
had allocated $4,000, and $1,000 was to go toward new scoreboards for
the Golden Valley Little League program at the Honeywell and Breck
fields.
At this time, Ed Mjos, President of the Lions, presented a check to
Rick Jacobson in the amount of $4,000. A patio dedication is being
planned for April 24, 1986 which will include a light dinner and ribbon
cutting. Rick Jacobson expressed his appreciation to the Lions Club
for their contribution to the City.
NORTHWESTOH CKEY ASSOCIATION
Don Harding, President of the Northwest Hockey Association, gave a
presentation on their program. He explained his background in hockey
and informed the Commission that over the years the youth hockey
program in Golden Valley has diminished. Seven communities run the
travel hockey program and play five months of the year, involving youth
between the ages of 5 and 19. The American Hockey Association rules
are used, which have a required amount of equipment and instruction.
There are 2400 teams in Minnesota; 35,000 to 40,000 players throughout
the state. Watson inquired about girls being on the teams. Don
Harding replied that girls are accepted and encouraged to participate.
Johnson inquired if the City support of the program has been sufficient
and Don replied that the City had responded very well.
Rick Jacobson thanked Don Harding for his good presentation.

DID- BUSINESS
A. South Court Lawn
Rick Jacobson reported that he had talked with Lowell Odland, City
Engineer, and the Mayor, the discussion from last month regarding
South Court Lawn. Lowell said he would gladly attend a meeting of
the Commission. The plan being carried out at South Court Lawn is
the one which was agreed upon by the neighbors and the Commission.
Presently, the neighbors have no complaints (Lowell had met with
them one week ago), except for some concern over a berm which is
intended to serve as a buffer. The neighbors do not want a trail
around the entire pond and requested that two berms be built to
block the view to Laurel Avenue.
B. Rice Lake
Rick Jacobson reported that he had found two problems when
checking on the possibility of aerating Rice Lake. The DNR has to
authorize all aeration and the area must be completely fenced.
Rick did talk with the Robbinsdale Park and Recreation Department,
and they had no interest in this project. Rick does not see that
it is likely that Rice Lake can be aerated.
US BUSINESS
A. Capital Improvements
Rick Jacobson briefly reviewed the 1986 capital improvements plan,
which included new signs to identify the parks. He inquired if
the Commission wanted to involved in the chossing of the signs,
and they expressed a desire to do so.
A. Brookview Improvements Committee
There was no official report, but there was concern about the
number of geese on the golf course again this fall.
Chuck Burmeister reviewed the minutes from the past meeting
and
mentioned that the next
meeting will be held at the Brooklyn
Center Civic Center.
City Council has approved hiring
an
architect/consulting
engineer. Murad inquired about
the
location. Burmeister
replied that the site has been set and
the
charge to the committee
was to find a facility for that site.

A. Correspondence = Courage Center
Rick Jacobson presented a letter from Courage Center thanking the
City of Golden Valley for the new trail in Mary Hills Park.
B. Discharge Qf Pollutants
Watson mentioned that Honeywell had requested and received
approval from the PCA to discharge organic compounds into Bassetts
Creek. She would like this matter placed on the a enda for the
next meeting or have it investigated to see if any hing can be
done.
C. M.R.P.A. Breakfast
Rick Jacobson reviewed the M.R.P.A. breakfast held during the
M.R.P.A. State Conference. Seventeen people attended representing
eight communities.
D. Cross Country Skiing = Golf Course
A cross country ski trail has been set on the golf course for the
winter.
The meeting was adjourned at 9:17 PM.
