Members present: Chuck Burmeister, Gordy McDonald, Rich Krahulec, Rick
Groger. Also present were Sue Cook, Program Supervisor, Kris Tovson, Golf
Operations Manager, Rick Jacobson, and Sharyl Thompson.
There was no quorum, but the following items were discussed.

Rick Jacobson reviewed with the Commission the proposed fees for 1987 for
the golf course. These figures were based upon comparisons with other
like -courses, Minneapolis City courses, Doran, Rich Acres, Braemar, Eden -
vale, Edinborough, Coon Rapids, Dahlgreen, Majestic Oaks, Baker, and Val-
leywood. The proposal included eliminating separate rates for weekdays and
weekends. This past year there have been 54,000 rounds of golf on the
course, and in view of needed improvements in the future, the increase was
proposed.
Chuck Burmeister expressed his disagreement with the amount of increase for
patron card holders. He felt that those who have supported the course
throughout the years should be considered. The fees may compare with those
of upper caliber courses, but Brookview is not there yet. He also ex-
pressed that there should be separate fees for weekdays and weekends. His
displeasure was voiced that the Commission was given this information after
it had already been decided by City Council to accept the proposed fees.
George Murad was unable to attend the meeting, but did call his concern in
to the office during the day. He felt strongly that the proposed fees were
too high for the patron and also felt there should be a special fee for
non-resident seniors (non -patron).
Gordy McDonald was in favor of the proposed fees. He felt the City should
get what it could. The excellent location of the course itself has a lot
to do with the large number of rounds that have been sold this past year.
The consensus of the Commission was that they should be given information
on fees before the Council takes final action on them. That gives them
opportunity to express their views.
Rick Jacobson explained to the Commission that there are sti 11 several
improvements that the course should undergo in the future. Another change
would be that in the future, it is anticipated the course would not be able
to continue taking water from Bassetts Creek for irrigation. Rick Groger
asked if there was a definite plan to set aside money to solve the water
problem and make the other needed improvements. Rick Jacobson responded
that a reserve fund would be set aside from golf course revenues to finance
future improvements.

Rick Jacobson reviewed with the Commission the proposed fees and charges
for the recreation department for 1987. Chuck Burmeister inquired as to
whether these fees covered expenses. Sue Cook responded that because many
programs are based on a percentage of participants, most expenses are
covered by revenues.
Rick Groger suggested perhaps having a bigger difference in the resident
and non-resident rental rate for the picnic shelter. Gordy McDonald sug-
gested leaving the fee the same for the coming year for the residents, and
only raising the non-resident fee. Rick Jacobson pointed out that the
rates for the picnic shelters had not been raised in several years, and
after discussion, they Commission agreed to keep the fees for the picnic
shelters as proposed for this coming year and then review it again next
year.
RBCREATICNAL PIUGRNA REVIEW
Sue Cook reviewed the summer park programs and fall programs with the
Commission. She pointed out that the number of participants for the summer
programs was exactly the same as last year. One note is that Lakeview Park
was open all 7 weeks (for the first time) and kept up with the overall
average weekly attendance with the other parks.
Sue further explained that in spite of many efforts to get several teen
programs off the ground, little or no response was received. One
successful teen program was the drama club which did 9 performances
throughout the surmer.
The fall soccer participant numbers are down, somewhat due to the fact that
kids in grades 5 and up are now becoming active in more competitive soccer
programs. Youth basketball will be starting earlier this year, followed in
the late winter and early spring with a floor hockey/pi 1lo polo program for
kids to fill in the gap until the summer programs start.
Rick Jacobson told that Commission that Sue Cook has and is doing an
excel lent job with recreational programming. He commended her and Rick
Birno on their initiative to try new programs in order to continually draw
in new participants. Chuck Burmeister expressed his agreement with Rick
Jacobson that they appreciated having Sue on staff.
TQM MEETM
Rick Jacobson reminded the Commission members and encourage their atten-
dance at the Town Meeting to be held Thursday, November 20th from 7-10 PM
at Prudential.
POOL/RBCREATICKAL FACILITY REKKT
Chuck Burmeister explained that a preliminary survey had been done in
Golden Valley regarding interest in a recreational facility. There was
favorable support of a bond issue, but the matter of operational expenses
needs to be addressed. Rick Jacobson and Don Taylor came up with some
revenue and expenditure figures, and after meeting with a pool sub -commit -

tee, these were given to the City Council. The City Council agreed to
consider covering 50% of the operational costs of the facility through the
general fund. A family membership then would be $150 per year and entitles
the user of open times at the facility. Classes would cost an additional
fee. Paul Anderson is in the process of finalizing a survey for 300
residents.
Rick informed the Commission about a meeting of George Murad, Don Singer,
Chuck Burmeister, Rick Jacobson, Bill Joynes, Ray Stockman and Mayor Ander-
son to review the charge of the Committee and the direction it should take.
MARY HILLS PARK
Rich Krahulec mentioned to the Commission that a 3 -wheel vehicle has been
causing damage on the new trail in Mary Hills Park. Chuck Burmeister
suggested that a notice be sent to the area residents stating that the
trai 1 is off-limits to motorized vehicles. Rick Jacobson said he would
mention it to the maintenance department to check if the proper signs were
standing in the trail area and check with the police department about
talking to the offender.
