Members present: Chair Groger, Vice Chair Krahulec, Pat Borchert, Julie
Bergh, Chuck Burmeister, George Murad, AlAnderegg, Michele Bix and Jim
Johnson. Also present were Rick Jacobson and Sharyl 'Thompson.
APFRDVAL OF MINUIES
A motion was made byuck Burmeister and seconded by Rich Krahulec to
accept the minutes of January 23, 1989. Motion carried.
LIECTICN OF CHAIR. AND VICE CHAIR
Nominations were opened for the position of Chair. George Murad nominated
Al Anderegg and Jim Johnson seconded the nomination. The Commission voted
unanimously to elect Al Anderegg as Chair.
George Murad nominated Julie Bergh as Vice Chair. It was seconded by Pat
Borchert. The Commission voted unanimously to elect Julie Bergh as Vice
Chair.
CDLUEN VALLEY TRAIL SYSE CCMFOSITICN
Rick Jacobson gave the Commissioners a copy of the trail system map which
will soon be updated. There was a discussion on whether or not to asphalt
some of the existing limestone trails. Michele Bix inquired if this would
have a priority over o her projects. Pat Borchert asked what the differ-
ence would be in maint nance costs. Some of the Commissioners felt resi-
dents would not want as halt for fear it would attract more traffic. Chuck
Burmeister pointed out that asphalt would increase the days of use for the
trails like at General Mills where many employees walk during their lunch
hours. Rick Groger felt each trail should be considered on an individual
basis. Pat Borchert felt that limestone was much better in nature areas
and asphalt would detract from the aesthetics. Rich Krahulec asked if
there were sections of trail which should be completed before asphalting
existing limestone. Rick Jacobson replied that most trail sections are
complete. Some other sections could be added when Hennepin Parks puts in
their trail between French Park and Theo Wirth.
It was agreed that goo areas to asphalt would be the trai 1 from Duluth
Street south to St. Cr 1x (east of Douglas) and from Winnetka to Lions Park
along the north side of Western Avenue. Chuck Burmeister also felt the
area from 23rd Avenue east to Pennsylvania would be another good area to
asphalt.
It was suggested that trail surfaces be considered on an individual basis
with the Commission being kept informed of sections to be considered for
asphalting unless matters of high maintenance (erosion, etc.) or safety
called for immediate action.
Michele Bix expressed her concern over security on the trails. She
wondered if something could be done to make the areas more safe and
suggested that a crime prevention person come to a meeting to address the
issue. Rick will pursue this for a future meeting.

Rick Jacobson mentioned the Tree City USA banquet which wi 11 be held on
April 12th in St. Paul. All Conmissioners are invited to attend.

The Commission then moved into a joint session with the Planning Commission
to hear a presentation on IRT (light rail transit) by Hennepin County.
