1-22-1990THERE WAS NO MEETING IN DECKER, 1989 OPEN SPACE & RECREATION COMMISSION January 22, 1990 Members present: Vice Chair Bergh, Pat Borchert, Jim Johnson, Rich Krahulec, Chuck Burmeister, George Murad, Michele Bix, Rick Groger. Also present were Rick Jacobson, Sharyl Thompson, Rick Birno, and Jeff Schoenbauer of Brauer & Associates. BROOKVIEW MASTER PLAN The Open Space Commission met in conjunction with the Planning Commission to review the Brookview Park master plan as presented by Jeff Schoenbauer, landscape architect with Brauer & Associates. After giving a brief background on the project to this point, discussion and questions followed. Some concern was expressed regarding the geometric (square) design of the central park area. It was felt that this area should take on less formal appearance. Pat Borchert felt that the entrance should be more conducive for "drive-through' viewing than "walk-through" in order to not encourage a great deal of pedestrian traffic crossing the road going into the park. It was suggested that benches be placed along the walkways throughout the park. Following the discussion, the Open Space Commission resumed their meeting in the Lilac Room at 8:10 PM. George Murad favored placing a gazebo, benches and walkways on the hill to overlook the southwestern view of the golf course. Chuck Burmeister was not in favor of using curb and gutter for the park road. He felt this would not give the informal appearance desired in the park. Michele Bix inquired about putting a unique play structure into the park to replace the ship already there. Jeff explained that because of liability difficulties, custom made playground equipment is very rare. There are some creative things that can be done with equipment that is available. Pat Borchert was concerned about the placement of the playground equipment to the picnic shelter and no parking by the small shelter. She and Chuck Burmeister felt the playground equipment should be in view of the shelter, but no too close so there would not be a conflict between children on the equipment and parties who rent the shelter. Michele Bix expressed her preference for a natural amphitheater rather than a "show mobile" parking area. A motion was made by George Murad and seconded by Michele Bix to accept the master plan as presented with the following exceptions: a) present an alternative plan that would be less formal and yet include intensive plantings around the reflecting pool/fountain area b) alternate plan showing trail, plantings and moving the gazebo to the area closest to the corner of Hwy. 55 & Winnetka, and, c) moving the playground equipment further from the large shelter. Motion carried. RM APPROVAL OF MINUTES A motion was made by Michele Bix and seconded by Rich Krahulec to approve the minutes of November 27, 1989. Motion carried. SUMMER RECREATION PROGRAM - RICK BIRNO Rick Birno reviewed a list of proposed summer recreation programs. Included were some changes in the age levels for certain programs and he asked for an opinion from the Commission on these changes. In the past T -Ball was for first and second graders, and Instructional Baseball for 3rd through 5th graders. The proposed changes are for T -Ball for kindergarten and first graders and Instructional Baseball for 2nd through 4th graders. After some discussion, the general CONSENSUS was to agree with the proposed changes. Rick also explained that Dist. 281 would not offer elective summer school again this summer and they have asked the recreation departments to develop some alternative programs. CORRESPONDENCE - TENNIS COURT BANGBOARDS The Commission reviewed a letter written to Al Anderegg regarding placing tennis bangboards in at least one park. Rick Jacobson explained that there is one available at Seeman Park and he will call the resident to inform him of this. Rich Krahulec responded that the board at Seeman was in need of repair in order for it to be useful, and it was agreed that this would be checked and upgraded as necessary. NEW BUSINESS Pat Borchert asked if the City would consider buying the empty lot on the cul-de-sac on Edgewood Avenue South and develop it into a park -like or nature area. Rick replied that there are other such areas in the City that really were too small to develop, so doubted this would be considered. Chuck Burmeister inquired about a house being built on Colonial. He felt it was too close to the Laurel Avenue walkway and asked Rick to check into the situation. Chuck felt they property owner should be responsible to do some planting or put in a fence because of its close proximity to the trail. OLD BUSINESS Rick Jacobson reported that Greg Spencer (former Assistant Greens Superintendent) was hired as the new Greens Superintendent. Brooks Ellingson was hired as the new Assistant.
