Members present: Julie Bergh, Michele Bix, Pat Borchert, Rick Groger, Jim Johnson, Chuck
Burmeister and George Murad. Also present were Rick Jacobson, Sharyl Thompson, Al
Lundstrom - City Forester, Marti Micks and Linda Farnham from the Pool Task Force.
MINUTES
The minutes of January 28, 1991, will be corrected to read Pder "U.S. West Telephone Tower"):
"using the corner of Hwy. 394 and General Mills Boulevard'; and "They need a 60' squareip'ece of
land".
A motion was made by Chuck Burmeister and seconded by Jim Johnson to approve the minutes as
corrected for January 28, 1991. Motion carried.
OUTDOOR POOL REPORT
George Murad reported on the progress of the Outdoor Pool Task Force. He expressed his feeling
that since a pool was one of the "selling points" included in the bond issue at the time the City
purchased Brookview Golf Course, it is necessary to again have a pool in the City of Golden Valley.
Chuck Burmeister and Pat Borchert pointed out that in their opinion, the list of amenities included
in the minutes of the Outdoor Pool Task Force dated February 11, 1991, would need to be
separated into necessary amenities and optional ones. This should be done before an architect is
hired.
It was the general consensus of the Open Space Commission to have a 50 meter pool to better
accommodate more users as well as the various amenities.
Chuck Burmeister questioned the July referendum. George Murad replied that this timing was
recommended by the architect that attended the last Task Force meeting. Chuck expressed his
opinion that this was not the year to have a pool referendum with all the unsettledness in taxes and
state funding to cities. Other Commissioners expressed similar concerns.
A motion was made by Pat Borchert and seconded by Michele Bix to support a referendum in July.
Vote: 5 aye, 2 no. Motion carried.
A motion was made by Michele Bix and seconded by Jim Johnson to go with the Task Force
recommendation to the City Council to ask for funds between $10,000 to $12,000 to hire an
architect for preliminary drawings including feasibility analysis and fee estimates.
Michele Bix made a motion to amend the above motion to ask for funds between $10,000 and
$15,000. The amended motion was seconded by Jim Johnson. Vote: 6 aye, 1 no. Motion carried.
George Murad will go to the City Council meeting representing the Open Space Commission and
Outdoor Pool Task Force in March.
U.S. WEST TELEPHONE TOWER
Bob Davis, Engineer; Dave Larson, Zoning Consultant; and Ed Hasek, Landscape Architect were
in attendance to seek feedback from the Commission regarding the U.S. West mono -pole
transmission cellular phone tower proposed to be constructed on Brookview Golf Course at the
intersection of Hwy. 394 and General Mills Boulevard.
Chuck Burmeister explained that he did not have as much difficulty with the pole, but objected to a
building being placed on the golf course which is considered a park -open space area.
Rick Jacobson explained that U.S. West came to the City of Golden Valley after failing to secure
any other location in the vicinity, and offered to negotiate a lease agreement for the use of the golf
course parcel. This rental agreement would increase every 5 years and continue for 25 years. The
monies from this rental would be put into the golf course funds. An agreement providing for an
option year has been signed with the City for U.S. West to go through the process of meeting this
the Open Space Commission, Planning Commission, Board of Zoning and then City Council, at
which time public hearings would need to be held.
A motion was made by Chuck Burmeister and seconded by George Murad that this proposed U.S.
West tower and accompanying building is not in keeping with the park -open space area designated
on the golf course and therefore the project should be denied. Motion carried unanimously.
FORESTRY REPORT - AL LUNDSTROM
Al Lundstrom, City Forester, gave the 1990 forestry report. Dutch elm disease increased, a direct
result of the drought. Currently a tree inventory is being taken in the City to assist in preparing a
management play for Golden Valley's urban forest. The 1991 Arbor Day celebration will be held
in conjunction with General Mills and MnDot.
