9-27-1993OPEN SPACE & RECREATION COMMISSION September 27, 1993 Members present: Tom Zins, Marshall Rappaport, Rich Krahulec, George Murad, Chuck Cahill, Pat Borchert. Also present were Don Taylor - City Finance Director, Sue Cook - Recreation Su- pervisor, Sharyl Thompson and Rick Jacobson. AGENDA CHANGES OR ADDITIONS Under "Old Business", Rick Jacobson added the Golden Valley Hospital site developments and scheduling the City Director of Planning and Development for Golden Valley to attend a Commission meeting in October. MINUTES A motion was made by Chuck Cahill and seconded by Marshall Rappaport to accept the minutes of August 23, 1993. Motion carried. RECREATION REPORT - SUE COOK Sue gave an update on programs that she brought before the Commission last spring including the Success By Six program which was held in Brooklyn Park and the local Hershey Track & Field competition. Summer programs reviewed by Sue included Adult Softball, Concerts in the Park (which were successful in spite of poor weather), newly added Tennis Camp, Mini Music Camp and a tennis tournament. The Adopt A Park program is progressing. Sixteen of twenty-nine parks have been adopted and most groups have done at least one pick-up. Signs will be posted this week. Following Sue's report, the Commission expressed their congratulations on the excellent job she is doing. BUDGET/CIP UPDATE - DON TAYLOR, CITY FINANCE DIRECTOR Don Taylor explained that tax valuations on commercial and industrial properties have decreased substantially over the past couple of years. This causes more of the tax burden to shift to private homeowners. Park capital improvements were discussed with Don explaining that lower tax revenues were a main cause for cuts in this program. The CIP budget process will be done in October. Pat Borchert expressed concern over the condition of the playground equipment at Brookview Park. She felt replacement should be a high priority in the CIP budget. r4.
